- Q & A Q1:� The plans for this project are from around 2015 and are for a bolt on type of building, which is not made anymore. Hilco now use welding instead of bolting and its not only better but about 30% cheaper. Can we bid the new welded style? A1:�No, a weld together building cannot be used.� A�bolted together building should be sourced as specified.� Q2:�Is there an existing slab? A2: Building to be erected on piers with a shale floor. Q3: How will the anchor bolts be installed?� A3:�Shale pad and building built on piers identical to existing barn. Anchor bolts (Jbolts) in piers with matted rebar and jbolts. Piers should be proficient to withstand any wind occurring in the area of Booneville AR. The contractor shall install piers (column footings) for each load bearing column, around the entire exterior perimeter of the building. All concrete shall possess a compressive strength of at least 3000 pounds per square inch (psi). The contractor is responsible for excavating the pier holes, placing forms and reinforcement, pouring the piers to the specifications below, and removing and disposing theformwork. The piers shall be formed and poured. The piers typically, shall be 36-inches wide by 36-inches deep with a 24 inch by 24 inch by 6 inch pedestal on top for the column to rest upon with two mats of #6 rebar Anchor bolts shall not be drilled and grouted in place after the concrete has cured. Anchor bolts shall be at least 24� long, in either a J or L shape. Anchor bolts, flat washers for anchor bolts, expansion bolts, and concrete embed plates are not part of the Hilco steel building kit, and they are not provided by the government. The contractor shall provide these materials for this project, of appropriate size and strength for the project. Q4:�If there is not an existing slab, is there a separate contract for that?� A4: No slab required. Q5:�There is a PEMB set of drawings that belong to a PEMB company, is this company providing the PEMB materials?� A5:�Building plans attached are plans for existing building for example of minimum�requirements of a building package supplied by the bidder. 2 ft air space required for air circulation below eave. Building built on piers and should be engineered for said application. Q6:�Is USDA wanting PEMB materials quoted with this bid?� A6:�Building package required in bid. Q7:�Does the new Building need 18� of air vent at the top of the wall and 18� overhangs? A7: Yes. Q8:�Is there a requirement to track recycling of materials? A8: No. Q9:�Does the new building go in the exact location as the building being demolished? A9: Yes. Q10:�If so who is responsible for the temporary fencing while demolition and construction are being completed? A10: USDA. Q11:�Current ordering time I�ve been given on quotes from 3 companies is anywhere from 4-6 months. Can the period of performance(120 days) be extended for manufacturing/ construction of the building? A11: the period of performance listed on the solicitation is a recommendation. THe period of preformance of the contract will be generated based on the selected vendors documentation and lead times will be incorporated. Q12: Do the Concrete piers need to be replaced? A12; Yes Q13: Is there picture of the� Piers? A13: Attached. Q14: What are the dimensions of the Piers? Q15: Also, do you have any color specifications for the exterior metal siding or roofing? A15:�Green sidewalls and galvanized/galvalume roof as shown in pictures. Q16: Does the new building need gutters? A14:�No gutters but 18�24-inch overhang eave extensions and 18�24-inch air gap under eave as shown in pictures and site visit. A second site visit has been scheduled for Friday March 10th, 2023, at 10AM. The Solicitation Number is 12405B23Q0106. The Associated NAICS code is 236220 (Comercial and Industrial Building Construction), with a small business size standard of $39.5 Million. USDA, ARS, DBSFRC 6883 South State Highway 23 Boonesville, AR 72927 Needs the Demolition and Reconstruction of their Hay Barn that fits the axxociated statement of work and specifications. The Government anticipates award of a Firm Fixed Price contract. Each offer must show a breakdown giving price of each element, provide description literature or information showing that the offered service meets all parts of the Statement of Work and Specificaitons. Electronic submissions are preferred. Please email all quotes to lynn.hults@usda.gov. NO LATE QUOTES WILL BE ACCEPTED. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or email at www.sam.gov. NO EXCEPTIONS. A UEI (Unique Entry ID) number is required in order to register. All invoices shall be submitted and paid electronically. Questions regarding this combined synopsis/solicitation are due no later than 3:oo PM CST on Wednesday March 15th, 2023. Answers to any questions received by that time will be posted as an amendment to this compbined synopsis/solicitation.
