- PRE-SOLICITATION NOTICE This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of a single, unrestricted Firm Fixed Price (FFP) contract to Replace Failing Yard Patrol (YP) Pier and Wave Screen, 87NS, Naval Support Activity (NSA) Annapolis, MD. PROJECT DESCRIPTION: This design-bid-build (DBB) construction project replaces the Yard Patrol (YP) Pier in the YP Basin and the non-functional wave screen at Naval Support Activity, Annapolis, Maryland. The updated pier comprises a 760-foot long by the 25-foot wide concrete main pier with attached 125-foot long by 13.5-foot wide concrete finger piers. Steel pipe monopiles will be used to define the slip limits and serve as mooring dolphins. The concrete deck will be supported by concrete beams and pile caps and founded on 24-inch wide square concrete piles. The concept pier will include an independent wave screen that is constructed away from the pier. This wave screen concept will be based on a structure currently in service at Naval Station Norfolk, VA. The independent nature of the wave break will minimize the wave load transferred to the main pier while still protecting and creating the basin. This scope includes the demolition and reconstruction of approximately 1100SF of the existing quay wall where the YP Pier meets the quay wall (250NS). This solicitation is being advertised as ""Unrestricted"" for full and open competition. NAVFAC Washington�s Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement.� This is a single board source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, Tradeoff Process.� The basis for evaluation and the evaluation factors for award will be included in the solicitation.� Other than small business concerns will be required to submit a subcontracting plan prior to award of the contract. The completed time for this contract is 720 calendar days after award. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237990 � Other Heavy and Civil Engineering Construction, and the Small Business Size Standard is $39,500,000. In accordance with DFARS 236.204, the magnitude of construction for this project is between $25,000,000 and $100,000,000. This office anticipates award of a contract for these services by September 2023. The original Sources Sought Notice was published to SAM.gov on 19 January 2023 with a response due date of 30 January 2023.� The intent of the Sources Sought Notice was to seek eligible Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, and/or Women-Owned Small Businesses to determine the opportunity for a set-aside.� The Government invited contractors with the relevant experience necessary to meet or exceed the stated requirements to submit a capabilities package, to include the Sources Sought Contractor Information Form, and the Sources Sought Project Data Form, demonstrating the ability to perform the requested services.� Zero (0) responses were received. Based on the market research conducted for this procurement, there is not a reasonable expectation that two or more capable small businesses will propose on this requirement.� Successful award and completion of the requirements can be achieved by soliciting this contract as full and open competition, as stated in the DD2579, Small Business Coordination Record.� The NAVFACSYSCOM Washington Deputy Associate Director for Small Business concurred with the recommendation on 13 February 2023.� On 13 February 2023, the Small Business Administration (SBA) Procurement Center Representative (PCR) approved the DD2579.
