Page 5 of 6 Page 1 of The VA Northern Indiana Health Care System Fort Wayne Campus located at 2121 Lake Avenue, Fort Wayne, IN 46805 and Network Contracting Office (NCO) 10, intend to release a Request for Quote 36C25023Q0418 for Connect 4th floor air handling units (AHU) to emergency power, project #610A4-23-502 on or about April 5, 2023. Unless additional notice is given or this notice is modified, the full solicitation, specifications, and drawings will be posted on Contract Opportunities (www.sam.gov). The purpose of this project is for a contractor to provide all needed labor, materials, parts (to include system components), supervision, project management, equipment, quality and safety assurance, and all other necessary resources required to connect the two 4th floor air handling units AHUs to emergency power in Building 1 of the Ft. Wayne campus. All general contractors and sub-contractors employees shall comply with VA security management program and obtain permission from the VA police, be identified by the project and employer, and be restricted from unauthorized access. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified on the following websites: www.vetbiz.va.gov and www.sam.gov, to be eligible for award. Offerors MUST ensure registration on these websites are accurate, complete, and has not expired prior to bid opening and award date. The VIP database will be checked upon receipt of an offer and before award. Project magnitude is between $25,000 and $100,000. The NAICS code is 236220 and the business size standard is $45.0 million. In accordance with Veterans Affairs Acquisition Regulation 852.219-75(a)1(ii) VA Notice of Limitations on Subcontracting the SDVOSB will not pay more than 85% to firms that not VIP-listed SDVOSB. An offeror s mailing list will not be maintained, therefore interested offerors should register in the interested vendor s section of this notice. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a Construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repeat, or one (1) willful OSHA or EPA violation(s) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0. Details on obtaining and submitting this information will be in the solicitation package. Duration of the project shall not exceed sixty calendar days from receipt of the notice to proceed. BONDS in form of Payment and Performance will be required. SITE VISIT: a one-time pre-bid site visit/tour will be scheduled; that date/time will be provided in the solicitation package. The solicitation documents will be posted at www.SAM.gov on or about April 5, 2023, with a proposal due date approximately 30 days later. Dissemination of the solicitation, specifications, and drawings is limited to electronic medium. An Offeror's mailing list will NOT be prepared nor distributed by the contracting officer (CO). The CO will not be able to answer any questions pertaining to this notice. Do not contact the CO or COR for General Contractor Information. Questions will only be answered after the solicitation is posted via the Request for Information (RFI) process. It is the responsibility of the offeror to monitor and download amendments from www.SAM.gov that may be issued to the solicitation. Do not contact the CO or COR to schedule a site investigation. The accepted final project shall be in accordance with final contract documents, applicable plans, and specifications.
