- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, a Request for Proposal (RFP) to General Dynamics Bath Iron Works, Inc. (BIW), 700 Washington Street, Bath, ME 04530-2574, for the accomplishment of Planning Yard (PY) support of DDG 51 Class Destroyer and FFG 7 Class Frigate ships. These efforts include, but are not limited to: Planning Yard technical and engineering support as delineated in the Navy Modernization Program Management Oversight Manual NAVSEA SL720-AA-MAN-030 Revision 4; Alteration design and planning, systems platform integration, logistics and configuration management support; CNO availability planning and execution support, including availability duration analysis; PIO Material procurement; and On-site technical support, and modernization and repair support. The contemplated contract will be awarded pursuant to statutory authority of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated contract award date will be in Q1 FY24 and the period of performance will consist of a base year and four option years. BIW is the incumbent planning yard contractor, and lead-ship designer and builder with the requisite familiarity and knowledge of DDG 51 and FFG 7 configurations as well as detailed understanding of the construction techniques and practices used to build these ships.� As the DDG Modernization Program enters its highest level of activity with 35 major DDG Modernization availabilities scheduled to begin in FY23, BIW is the only responsible source that can satisfy agency requirements without unacceptable schedule delays. Work under this contract is to be performed primarily at Contractor�s Facility. Some support will be performed on the USN ships and support facilities at Fleet Concentration Areas (FCAs). A sources sought notice was issued in the System for Award Management (SAM) website on 24 June 2022, under NAICS code 336611, titled �DDG 51 Class Destroyer and FFG 7 Class Frigate Planning Yard Support�, N00024-22-R-4212. This notice is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact BIW directly.� All responsible sources may submit a capability statement which shall be considered by the agency; submissions received within fifteen (15) days after publication of this synopsis will be considered by the Government.� However, a determination by the Government not to compete this proposed contract is solely within the discretion of the Government. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts.� The Government is not soliciting, nor will it accept proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis.
