Description
Item 1: Men�s Marine Corps Dress Blue Coat. The applicable NSN for this procurement is 8405-01-512-3037(s). The coat shall conform to the requirements of MIL-C-19516G pattern date 8 December 1986. DLA Troop Support intends to award a 60-month contract consisting of five-(5) 12-month price tier periods. The minimum purchase quantity is 19,200 coats.� The Annual Order Limitation quantity per tier is 60,000 coats. The annual estimated quantity (AEQ) per tier is 48,000 coats. The maximum (MAX) quantity over the anticipated 60-month contract is 300,000 coats. Item 2: Men�s Collar, 1 ��. The applicable NSN for this procurement is 8315-01-280-0151(s). The collar shall conform to the requirements of MIL-DTL-23486C pattern date 5 June 1989. DLA Troop Support intends to award a 60-month contract consisting of five-(5) 12-month price tier periods. The minimum purchase quantity is 544 collars.� The Annual Order Limitation quantity per tier is 2,092 collars. The annual estimated quantity (AEQ) per tier is 1,705 collars. The maximum (MAX) quantity over the anticipated 60-month contract is 10,460 collars. Item 3: Men�s Collar, 2�: The applicable NSN for this procurement is 8315-01-229-7717(s). The collar shall conform to the requirements of MIL-DTL-23486C pattern date 5 June 1989. DLA Troop Support intends to award a 60-month contract consisting of five-(5) 12-month price tier periods. The minimum purchase quantity is 30 collars.� The Annual Order Limitation quantity per tier is 150 collars. The annual estimated quantity (AEQ) per tier is 120 collars. The maximum (MAX) quantity over the anticipated 60-month contract is 750 collars. The Men�s Marine Corps Dress Blue Coat, 1 �� Collar, and 2� Collar will require source inspection and price will be FOB Destination. The first delivery order is due 120 days after the date of award. All materials used in the fabrication of the end item are to be furnished by the contractor except for the basic fabric (MC Dark Blue Cloth Shade # 2312, and Cloth MC Scarlet, Shade # 2501), which will be sold to the Contractor by the Government. The storage facility for the cloth is in a depot (Peckham) in Lansing, MI. The destination for the Men�s Marine Corps Dress Blue Coat, 1 �� Collar, and 2� Collar is SD0131 Travis Association for The Blind, TX. The solicitation will be issued as a 100% Women Owned Small Business Set-Aside (WOSB) that will result in a firm fixed price, Indefinite Delivery � Indefinite Quantity Type Contract. This is a Best Value acquisition with Trade-Off Source Selection Procedures. The following evaluation factors will be utilized in descending order of importance: Past Performance Confidence Assessment and Product Demonstration Model (PDM). All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important. � The applicable North American Industrial Classification System Code (NAICS) is 315210 � Cut and Sew Apparel Contractors. Small business size standards matched to industry NAICS codes are published by the Small Business Administration and are available at http://www.sba.gov/content/table-small-business-size-standards. The Government does not intend to use FAR part 12 for this acquisition. Reference Numbered Notes 1, 9, and 26. The solicitation will be posted on https://www.dibbs.bsm.dla.mil/ and on https://sam.gov. A few highlights of the information that will be found include: 1) On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2) In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM.gov). 3) A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User *If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. *The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. *The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). DLA-Troop Support has developed a web-based system that allows manufacturers the ability to request specifications, patterns, and drawings on our contracting page. To request technical data for DLA Troop Support Clothing and Textiles (C&T) solicitations, use the following link to the DLA-Troop Support C&T Technical Data Repository area at https://www.dla.mil/TroopSupport/ClothingandTextiles/SpecRequest.aspx DLA Troop Support uses the Computer Aided Design (CAD) software program Gerber for patterns. If a vendor also uses Gerber, then DLA Troop Support can accommodate a request for digital patterns (Gerber Accumark full set or patterns emailed within 24-48 hours of request). If a vendor does not use the Gerber software, then DLA Troop Support will accommodate paper pattern requests (7-10 business day turnaround, sample size patterns only). Important Note on Foreign content The Defense appropriations and authorization acts and other statues (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and �specialty metals� (as defined in DFARS clause 252.25.7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
