Description
This is a Request for Information (RFI) notice only. This RFI is for informational planning purposes and is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, products, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. The Government encourages all responsible businesses, including small businesses to respond to this RFI; however, the Government is not liable and will not pay for any costs incurred by any respondent to prepare and/or submit its response to this RFI. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding party's expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked or clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not accept unsolicited proposals. The Government will not be obligated to pursue any particular alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations, if issued. It is the responsibility of potential offerors to monitor the SAM.Gov website for additional information pertaining to the CCaR System Support II. General and Background Information: The Department of Defense (DoD), United States Air Force (USAF), Air Force Life Cycle Management Center (AFLCMC), Aerial Targets Contracting Branch (EBAY) at Eglin AFB is currently conducting market research seeking capabilities statements from potential sources, including, but not limited to, Small Businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman-Owned (WOSB), and Service Disabled Veteran Owned Small Business (SDVOSB) that are capable of providing Subject Matter Expert (SME) support of the Comprehensive Cost and Requirement (CCaR) system. Please review, in this order, the RFI Synopsis and the draft Performance Work Statement (PWS) which are included to provide respondents a better understanding of the needs of Eglin Air Force Base and the respondent's potential ability to meet the Government's requirements. The requirements for this task are for the provision of CCaR application support for the unique funding, planning, reconciliation, execution and reporting requirements and interface capabilities with various Government systems and applications for activities associated with multiple organizations, as well as in-depth experience and expertise to quickly and accurately respond to the wide variety of financial tasks and unique formats required for detailed financial and program related reporting. Contractor personnel must have knowledge of Air Force financial, contracting, and program management procedures, understand the Planning, Programming, Budgeting and Execution (PPBE) process, and understand the Requirements & Planning Council (R&PC) process. CCaR support must have familiarity with operating web-based database programs, as well as be proficient in all CCaR applications. The contractor shall provide functional support of the CCaR application.� Budget Analysts (BA) and Database Administrators (DBA) shall provide assistance and support to CCaR administrative functions and CCaR functional tasks which includes, but are not limited to, the following: set-up, configuration, daily operation, and training of the CCaR application in direct support to multiple organizations. CCaR support must have extensive knowledge of the following systems and how they interface with CCaR: Government Accounting and Finance System (GAFS), the Specialized Accounting and Finance Enterprise System (SAFES), Contract Writing Document Preparation (ConWrite), and System Metric and Requirements Tool (SMART); as well as other systems that do not directly interface with CCaR, i.e. Commander's Resource Integration System (CRIS) and Mechanization of Contract Administration Services (MOCAS). CCaR support shall ensure that the CCaR application is properly tailored and configured to meet the unique requirements of the organization to include reimbursable Government accounting and various Business Management Review (BMR) chart configurations. This effort will require a current Secret Facility Clearance. The Air Force anticipates utilizing Firm-Fixed Price (FFP) CLINs. The Air Force anticipates the ordering period will be a base year and four (4) option years. A multi-year contract allows for reduced staff manpower to initiate and award. This also allows stability with the eventual winner, i.e., able to sign employees to longer term contracts thus generating further efficiencies and best ensuring continuity in the support provided to the Government. Upon award of the option years, the same contractor is ready and able to deliver required services on day one without the need for transition time, or downtime, which again, creates efficiencies for the Government. All interested vendors should submit a response demonstrating their capability to perform these services to the Primary Point of Contact listed below.� Proposals are not being requested or accepted at this time.� As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.� No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation.� The decision to solicit for a contract shall be solely within the Government�s discretion. Supplemental Documents: None Submission Details: Respondents should ensure submissions address: All interested vendors should submit a capabilities statement that explicitly demonstrates their ability to provide/perform the requirement stated in this notice.� The capabilities statement should be brief and concise, yet clearly demonstrate how your firm can complete the requirements of CCaR System Support II.� Provide recent, relevant experience in all areas, including whether this experience was as a prime or subprime contractor, whether it was in support of a Government or commercial contract and what the scope of the experience was. (Technical and Contracting). A brief overview of the proposed approach/support objectives Teaming and/or subcontracting arrangements shall be clearly delineated and previous experience in teaming must be provided. Interested contractors will clearly explain how they intend to meet the stated requirements. Include the following in your statement of capabilities: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; Web Page URL; and Small business size certification if applicable. A Rough Order of Magnitude estimate on the total CCaR Support System II cost. Responses Interested parties are requested to submit a white paper not to exceed 10 pages (single-sided, single-spaced pages, 12- point font, and � inch margins, in Microsoft� Word). The white papers will be formatted as follows: Section A: Title, Name of Company, mailing address, overnight delivery address (if different from mailing address), CAGE code, SAM unique EID, phone number, both unclassified and SIPRNet email of designated point of contact, and Background/Brief history highlighting past relevant experience on similar systems. Section B: Company's Approach/Solution Section C: Technical System Description Section D: Best Practices Section E: Rough Order of Magnitude Cost Estimate In addition to the white paper, you may provide up to 25 (twenty-five) PowerPoint slides or similar graphical charts to further explain your concepts and an operational view (OV-1) that provides a high level graphical and textual description of your system design and/or operational concept. All respondents are requested to indicate in Section A, if they are a US company, large business, small business, or small disadvantaged business IAW section 8(a) of the Small Business Act, as amended (15 U.S.C. 637(a)), or women- owned small business as describe by NAICS code 541511. Please address what portion (type / percentage) of work would be subcontracted, including portions intended for socio-economic concerns of interest to the Government. Respondents are further requested to indicate in Section A their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Those desiring to do business with the Air Force must be registered in the Government's System for Award Management (SAM) located at https://www.sam.gov. White papers which meet the desired characteristics of CCaR Support System II (mentioned above) and include the Submission Details (also mentioned above) are due no later than 12 April 2023, 4:00 PM Central Daylight Time. Unclassified responses shall be submitted via secure email only to the Contract Specialist, 1st Lt Cameron Newton at cameron.newton.2@us.af.mil and Contracting Officer, Ms. Iginia McNeil (PCO) at iginia.mcneil@us.af.mil. Interested companies MUST have an active SECRET facility clearance and storage to participate. No industry day is scheduled or anticipated at present. Unclassified responses are encouraged to the maximum extent practicable; however, if brief, classified, support is viewed as critical, please contact the Government for a SIPRNET address. Format instructions apply to any SIPRNET responses, and such submissions will be included in the page limitation. Proprietary information if any, MUST BE CLEARLY MARKED on the outside container and on the materials inside. The Government shall not be liable for or suffer any consequential damages for release of any proprietary information not properly identified. Please be advised that all submissions become Government property and will not be returned. All information received in response to this RFI that is properly marked as ""Proprietary"" will be handled accordingly. The Government will post the subject RFI to the SAM.Gov website by 13 Mar 2023. All respondent questions related to this RFI should be submitted electronically NLT 22 Mar 2023, 4:00 PM Central Daylight Time. In turn, the Government will reply to all respondent questions by 29 Mar 2023. Final respondent white papers and related graphical/textual descriptive data should be submitted to the Government NLT 12 Apr 2023, 4:00 PM Central Daylight Time. Questions regarding this announcement shall be submitted in writing via email to the Procuring Contracting Officer (PCO), at iginia.mcneil@us.af.mil and the Contract Specialist at cameron.newton.2@us.af.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the SAM.Gov website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 22 Mar 2023, 4:00 PM Central Daylight Time will be answered. Respondents are advised that technical and cost/price data submitted to the Government in response to this RFI may be released to Government contracted advisors for review and analysis. Should there be an objection to this envisioned disclosure of white paper information, please contact the PCO immediately in writing with the basis of the objection. If you do not contact the PCO, you understand technical and cost/price data submitted to the Government in response to this RFI may be released to Government contracted advisors and consent to the release of any proprietary, confidential, or privileged commercial or financial data provided in response to this RFI for Government contracted review and analysis. Governing support contracts include DFARS clause 252.227-7025, Limitations on the Use or Disclosure of Government-Furnished Information Marked with Restricted Legends. Accordingly, said contractors are considered Covered Government support contractors and will only access information for the sole purpose of furnishing independent and impartial advice or technical assistance to the Government. Similarly, the support contractor will take all reasonable steps to protect the sensitive data from unauthorized release or disclosure. THIS IS A REQUEST FOR INFORMATION ONLY to understand potential industry solutions. The U.S. Government has made no final solicitation decision regarding eventual procurement or by what means such a solicitation, if any, would be handled (FAR based procurement or other transactions). The information provided in this RFI is subject to change and is not binding upon the U.S. Government. The U.S. Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. All submissions become U.S. Government property and will not be returned. The Government will neither award a contract solely based on this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on SAM.gov. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing.� This information will allow the Government to identify areas of possible breakout, teaming, or subcontracting opportunities.
