- THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This is not a solicitation and is issued solely for information, planning purposes and market research. It does not constitute a Request for Quotes (RFQ) or a promise to issue an RFQ. This RFI does not commit the Government to contract for any supply or service. The Alcohol, Tobacco, Firearms and Explosives (ATF) is not at this time seeking Quotes. The purpose of this RFI is to seek information about existing contractors that can provide a Law Enforcement Surveillance Camera Video Management System (VMS). ATF requires a VMS capable of hosting up to 1,000 simultaneous video streams and supporting multi-factor authentication in accordance with Executive Order 14028. The VMS shall support ATF Video Surveillance Services for roughly 25 Field Division. This effort is to replace the current decentralized systems with one consolidated AWS compliant cloud system. The current requirement supports roughly 650 surveillance cameras but could be increased up to 1,000. Support services shall include but are not limited to consulting and training to support the ATF Technical Operations Officers and Technical Surveillance Specialists across the 25 Field Divisions. The full requirement is detailed in the attached Performance Work Statement. ATF consistently seeks to obtain information and comments from public, private or other entities that will provide the agency with insight into market conditions that will aid in the refinements of requirements. This RFI is designed to conduct market research to determine the current level of availability in the current market. ATF is interested in obtaining information from contractors that can currently meet the requirements in the Performance Work Statement. Small businesses are encouraged to respond to this RFI in order to assist ATF in determining the potential level of interest, adequate competition, and technical capability of the Small Business community to fulfill this requirement. However, responses to this RFI are solicited from all interested parties. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. No literature will be returned to responding sources and each source is solely responsible for all expenses associated with submitting their literature. All information will be kept confidential and will not be disseminated to the public. Responses: Interested parties shall be registered in System for Award Management (SAM) and shall include their Unique Entity Identifier (UEI). ATF is seeking technical capability responses showing a current competency in this requirement, market research pricing showing a rough estimate of magnitude, any relevant and recent past performance and requirement specification feedback concerning the language in the Performance Work Statement.
