- This announcement constitutes a Request for Information (RFI) notice for planning purposes only.� This is the second RFI because the Government�s Performance Work Statement (PWS) has been revised. This request does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the services identified in response to this notice.� No solicitation documents exist at this time.� Participation in this RFI is neither mandatory nor is it requisite to future participation by a Contractor or any potential future solicitations/contracts. The government is considering multiple acquisistion strategies, including set-aside to Saudi Prime Companies. The Office of Program Management � Saudi Arabian National Guard (OPM-SANG) in support of the Saudi Arabian Ministry of National Guard (MNG) is seeking additional information from certified owned Kingdom of Saudi Arabia (KSA) firms� that are majority KSA owned and registered under the laws of Saudi Arabia firms to provide feedback, questions, or concerns or information from interested contractors who could provide Facilities Support Services for Khashm Al Aan Airbase (KAA); Khashm Al Aan Heliport (KAH); and Dirab Airbase (DAA).� OPM-SANG and the Army Contracting Command-Rock Island (ACC-RI) are planning to host an Industry Day in order to provide opportunities for KSA firms to learn more about the requirements contained in the attached revised PWS.� The Industry Day is currently being contemplated for some time between May 15, 2023, and June 15, 2023.� The Government may host one-on-one follow-on meetings during or after the proposed Industry Day.� There will be more defined information on the Facilities Maintenance Industry Day at a later date.� The Government is requesting comments regarding the attached revised PWS, and Performance Requirements Summary (PRS).� FACILITY MANAGEMENT FOCUS AREAS: Facilities Maintenance, (including plumbing, heating, cooling, electrical, structural). Paved and Unpaved Surface Maintenance, (Paved-Including crack sealing, pothole repair, paint striping, road sweeping, etc. Unpaved grading, compacting and shoulder maintenance). Grounds Maintenance. Internal Plumbing and External Water Systems. Pest Control. Refuse Collection. Please provide responses to this RFI to Mrs. Amanada Smith at Amanada.l.smith.civ@army.mil and Ms. Alissa S. Rohm at Alissa.s.rohm.civ@army.mil not later than March 22, 2023.� All responses shall be via e-mail.� No phone calls please.� Responses to this RFI will not be returned.� The Government is only seeking comments, concerns, recommended changes/improvements to the attached PWS and PRS.� No reimbursement will be made to respondents for any costs incurred in responding to this RFI in response to this announcement or any follow-up information requests. COMMERCIALITY� � � � �a. Has your firm performed or is currently performing Facilities and Maintenance services efforts in support of Foreign Military Sales or Department of Defense operations Outside the Contiguous United States (OCONUS)? If so, was the USG contract issued under Part 12 or Part 15 of the FAR? If yes, please list contracts/task orders and the dollar value of the contract/task order? 2. CONTRACT SERVICE REQUIREMENTS � � � �a. What does your company see as risk areas and/or potential issues associated with an acquisition of this type? How should the USG mitigate these risks/issues? � � � �b. Please provided recommendations on a suitable CLIN structure based on a hybrid of FFP and T&M CLINs. 3. FACILITIES AND MAINTENANCE EXPERIENCE � � � �a. Are you currently providing any similar type services to the USG in the Middle East region? State your role as the Prime/Sub? Please list contracts/task orders and the dollar value of the contract/task order. Note which contract/task order where you provided at least fifty percent (50%) of the labor utilized in the work. � � � �b. Is your company currently providing similar services under any other USG or commercial contracts? If yes, please list contracts/task orders and the dollar value of the contract/task order? � � � c. Are�there portions of the requirement described in the�PWS�and�PRS that�raise concerns? If so, please state your concerns.� � � � �d. Based�upon the�PWS�and PRS attached, are there any aspects that are vague and do not allow a clear understanding of the requirements? � � � �e. Is a 30-Day transition period adequate time to begin the process of transitioning personnel to the Places of Performance and coordinating with the COR and user organizations, when given notice by the Contracting Officer? 4. INDUSTRY DAY/SITE VISIT � � � �a. With an industry day being announced for mid-May/early June, would the contractor�s organization be interested/able in attending?
