- This is a Request for Information only. �This is not a solicitation or a request for proposal and no contract will be awarded from this notice. �No solicitation or final specifications are available at this time. 1.�� � Request for Information Objective The General Services Administration (GSA), New England Region, Acquisition Management Division is issuing this RFI to obtain responses from all (not only Small Businesses) interested and qualified firms that can successfully provide the services described herein. � The government is also performing market research to understand the availability of any small business concerns; (veteran-owned small business (VOSB); service-disabled veteran-owned small business (SDVOSB); historically underutilized business zone (HUBZone), economically disadvantaged women-owned small business (EDWOSB), women-owned small business (WOSB), Small Disadvantaged Business (SDB), or 8(a) Business Development Program Small Business concerns) that have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. � The Government intends to utilize the information from this RFI to identify and resolve concerns regarding the acquisition strategy, including proposed contract type, and acquisition planning schedule; the feasibility of the requirement, the contemplated NAICS code; the contemplated Federal Supply Schedule category; and any other industry concerns or questions. The Government invites Respondents to submit ideas that could assist it in attaining its objectives. The Government will not reimburse Respondents for any expenses associated with responding to this RFI, though the Government sincerely appreciates Respondents' efforts and input. 2.�� �Project Objective and Background: The General Services Administration (GSA), Public Building Services (PBS) is one of the largest public real estate organizations in the world. �GSA owns and leases over 376.9 million square feet of space in 9,600 buildings in more than 2,200 communities nationwide.� GSA must provide and maintain accurate and current spatial data and related building information such as floor plan drawings or building information models for responsible asset management of its real estate portfolio. The Spatial Data Management (SDM) program�s mission is a national effort to measure, classify and assign space, and to maintain this information in support of portfolio management. �This procurement will allow GSA to acquire support for existing conditions documentation and spatial data management services at GSA Central Office and its Regional offices that allows GSA to operate our buildings more efficiently and effectively. Work under this contract can occur at any of the Regional Office locations listed below or any of the related Field Office or Land Ports of Entry locations. All locations are within the 50 U.S. states and U.S. territories to include Puerto Rico, the U.S. Virgin Islands and Guam. Region 1 - New England, Boston, MA; Region 2 � Northeast & Caribbean, New York, NY; Region 3 - Mid-Atlantic, Philadelphia, PA; Region 4 - Southeast-Sunbelt, Atlanta, GA; Region 5 - Great Lakes, Chicago, IL; Region 6 - The Heartland, Kansas City, MO; Region 7 - Greater Southwest, Fort Worth, TX; Region 8 - Rocky Mountain, Denver, CO; Region 9 - Pacific Rim, San Francisco, CA; Region 10 - Northwest/Arctic, Auburn, WA; and Region 11 - National Capital, Washington, DC. 3.�� �Requirement Specifications: The Government seeks to procure Spatial Data Management services for the GSA, all of which are based upon the following guidelines: the National Business Space Assignment Policy (NBSAP), the GSA Regional BIM Standard, the GSA Common Data Exchange (CDx) Data Standard, and the GSA COBie Playbook, hereinafter referred to as SDM Guidelines. The professional service tasks include: a)�� �Measurement, classification, and space assignment in federal buildings in accordance with the NBSAP. �The NBSAP establishes current business practices for the assignment of space in federally owned and leased inventory by providing methodologies and information necessary for the assignment of space.The NBSAP is available electronically at www.gsa.gov/sdm. b)�� �Development of base and assignment drawings, and Revit models using authorized BIM, CAD, photo- and videogrammetry tools, and using SDM Guidelines, which collectively outline required procedures A/Es must follow for the creation and delivery of CAD drawings and BIM Models to GSA. c)�� �Review current SDM drawings and/or models and associated data for compliance with the standards and guides mentioned in paragraphs �a)� and �b)�, above. � d)�� �Perform maintenance as required on either drawings or models, to meet these standards and guides mentioned in paragraphs �a)� and �b)�, above. e)�� �Providing miscellaneous technical services on an as-needed basis. These services may include: ?�� �Providing guidance and support during design reviews related to square footage measurement and space assignments;� ?�� �drawing or data retrieval as part of a data call or tenant request; training related to measuring buildings, and the use or interpretation of measurement standards; drawings and illustrations in support of updating policy documents; � ?�� �attendance at meetings with GSA counterparts and agency representatives as needed.� f)�� �Providing 3D imaging services as needed on a project-by-project basis with the flexibility to obtain 3D deliverables that meet the needs of individual projects. Services may be performed using any/all of the following technologies: laser scanning (LIDAR), photogrammetry, AI-based videogrammetry (video-capture point cloud mapping), or other imaging tools and techniques as needed on a project-by-project basis with the flexibility to obtain 3D deliverables that meet the needs of individual projects. Point-clouds should be included as a separate deliverable whenever used, with the file delivered in its native format. g)�� �Creating an accurate current-condition record of existing building conditions and assisting in repair and alteration work throughout the design process. The 3D imaging shall provide 2D CAD plans and elevations and 3D geometric models and/or BIM models required to document as-built conditions. Submission schedule and project-specific deliverables shall be defined by the requesting region through a separate scope of work for each task order procured under this IDIQ contract. The following subsections provide a brief detailed explanation of the SDM services that GSA-PBS is seeking from the Contractor.� 4.�� �Anticipated Contract Type and Length The Government�s intent is to award a multiple award, Indefinite Delivery, Indefinite Quantity contract that will allow for task orders to be issued to meet the requirements of the Government. The contract would be for one (1) base year and four (4) optional years. The anticipated solicitation will be released around June of 2023 with award expected around August of 2023. � 5.�� �Submission of Responses Interested qualified firms should submit electronically a cover sheet that provides the company description and the attached completed questionnaire. All interested and capable businesses are encouraged to respond. �The Government will not pay for any information solicited. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer and Program Office in performing market research for acquisition planning purposes.� Responses to this RFI shall be emailed to the following individuals: Clarence Pittman, Contract Specialist at clarence.pittman@gsa.gov and Huy Le, Contracting Officer at huy.le@gsa.gov. Responses must be received no later than 3:00 PM EST, March 30, 2023.� 5.1.�� �Response Format ?�� �Cover Sheet, including: Company Name and Address; and Company Representative Name and Contact Information, including telephone and e-mail ?�� �Response to RFI items in numerical order 5.2.�� �Request For Information Questionnaire� Interested contractors should provide a capabilities package; this should include sufficient documentation to demonstrate the company�s ability to meet, at a minimum, the service requirements as stated within this RFI. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. 1.�� �Evidence to establish your company's standing status as a Small Business, Small Disadvantaged Business, SDVOSB, WOSB, HUBZone, 8(a) small business concern under applicable NAICS Code. 2.�� �Please identify any existing government contract vehicles (e.g. Federal Supply Schedule (FSS)) that the Contractor holds and all Federal Supply Schedule SINS, if applicable, that will meet the government�s requirements, and provide a brief explanation on how the contract vehicle could be utilized. 3.�� �Provide examples of projects worked within the last five (5) years of a similar size, scope, complexity, and duration as the work indicated. �State whether your firm worked as a prime or subcontractor, contract value. Provide Vendor's experience with the range of web-based platforms and length of experience. 4.�� �GSA anticipates an IDIQ type contract with firm fixed pricing as the predominant approach to pricing task orders. In the current IDIQ the following pricing structure is utilized: a.�� �Firm Fixed price per/sqft base on task and b.�� �Labor Hour based on Labor Category and fixed labor hour rate Is this an appropriate/typical pricing structure? Does this pricing structure balance contractor risk with pricing efficiency? �Is there an alternate pricing and fee structures based on performance of work and/or industry standard that would be more suitable for this contract?� 5.�� �Please provide information on the typical geographical region you service, and also the entire region you would service. Although these services will be necessary across the United States, GSA could consider creating zones or �areas of service� for awardees. 6.�� �The GSA will continue with market research, to include providing a draft PWS and RFQ, that being said, are there other thoughts your company wishes to share that may benefit GSA in it�s market research and acquisition planning? �
