Description
Sources Sought The National Park Service is conducting this Sources Sought to identify contractors that are eligible to be preform these types of services. Contractors must possess the capabilities to provide services as specified above and to determine their availability, capability and adequacy. If your firm may be interested in this requirement it must have a NAICS of 531390. BACKGROUND Contractor will provide real estate consulting and advisory services to Golden Gate National Recreation Area and San Francisco Maritime National Historical Park - units of the National Park Service, a federal agency of the U.S. Department of the Interior. Established in 1972, the Golden Gate National Recreation Area (""GGNRA"") is a 74,000 acre National Park located where the Pacific Ocean meets the San Francisco Bay. The GGNRA offers a spectacular blend of natural beauty, historic features, open space, and urban development. Much of the GGNRA lands and most of its buildings were formerly managed by the U.S. Army before being transferred to the National Park Service (""NPS""). Established in 1988, the San Francisco Maritime National Historical Park (""SAFR"") is located in San Francisco�s Fisherman�s Wharf neighborhood and features a premiere collection of historic ships, maritime collections, and archives with iconic waterfront wharfs and buildings. By definition, all buildings and lands managed by GGNRA and SAFR (together, the �Parks�) are subject to substantial regulatory provisions intended to preserve, protect, and provide public access to the nationally significant natural and cultural resources which led to the inclusion of these properties in the National Park system. The Parks' buildings are located in urban, suburban, and rural areas, and include a variety of residential and commercial structures in widely varying condition. The unique geography of the Parks and their proximity to urban areas and transportation corridors also provides demand for a wide variety of commercial and residential uses, special events, easements, and right-of-way permits, including communications facilities such as fiber-optic and wireless transmission facilities. A majority of buildings in the Parks are considered historic and are less than 10,000 gross square feet in size � the unique qualities and prominence of a park setting often makes these properties attractive to both commercial and non-commercial users. Both Parks engage in various forms of real estate partnerships with for-profit and non-profit organizations. These partnerships encompass a variety of legal instruments including leases, memorandum of understandings, cooperative agreements, concession contracts, special use permits and more. Uses of building and land assignments vary widely, ranging from; residential, multicultural music and arts, maritime embarkation facilities, youth environmental education, conference centers, and destination hotels. The Parks� real estate partnership�s goal is to further the NPS mission of preserving and protecting natural and cultural resources by creating economically viable arrangements which will minimize NPS expenditures, respect the significance of buildings and lands in the context of a National Park setting, generate revenues, and provide opportunities for partner-provided programs which support the education and preservation missions of the NPS. Both Parks also feature signature destination hotels developed by private-sector lessees in historic buildings under long-term leases using leasehold mortgages and federal historic rehabilitation tax credits. Consulting services will be provided to the Parks through the GGNRA Office of the Deputy Superintendent and subsidiary Business Management division, and the SAFR Office of the Chief of Administrative and Business Services. The consultant firm or team is expected to work closely with senior Parks management as well as Parks staff involved in developing, negotiating, and administering partnership, lease, and permit agreements of various types, as well as related planning, finance, accounting, real estate analysis, related budget policies and procedures, and public sector financial advisory services. SCOPE OF WORK 1. Provide real estate consultant services to support and advise the Parks� staff in the development, negotiation, and administration of leases and/or similar agreements including but not limited to permits, general agreements, and cooperative agreements. This shall include standard residential and commercial leases and/or agreements, as well as more complex long-term leases often involving third-party financing secured with a leasehold interest, historic rehabilitation tax credits, maritime embarkation facilities, and leases of hotels and other hospitality projects. Consulting services will also include, but not limited to, feasibility analysis and planning; financial analysis; rate studies; appraisals; transaction support including negotiation strategies and transaction documents in the industry-standard real estate development sequence; assistance in the development of appropriate leases, contracts, permits, agreements, and similar documents to implement real estate and other business partnerships; advising the Parks of industry standard provisions and language in leases, permits and similar documents; advising on insurance, surety, and bond provisions; and analysis and forecasting of market trends and rates for similar instruments and agreements. 2. Provide real estate consultant services to support and advise the Parks� staff in the development, negotiation and administration of utility right-of-way permits and/or easements. This shall include a variety of agreement types, partnerships, services, and communications facilities for wireless and fiber-optic telecommunications and other utility services with private and public companies and/or government agencies. Consulting services will also include but not limited to feasibility analysis and planning; financial analysis; rate studies; appraisals; transaction support including negotiation strategies; assistance in the development of appropriate leases, contracts, permits, agreements, and similar documents to implement real estate and other business partnerships; advising the Parks of industry standard provisions and language in leases, permits and similar documents; and analysis and forecasting of market trends and rates for similar instruments and agreements. 3. Provide consultant services to support and advise the Parks� staff in the development and application of cost accounting, cost recovery, and budget and financial planning associated with the Parks' real estate, partnership, special events, commercial services, leasing, communications facilities, utility permitting, and related programs. Assist Park staff in the development of specific cost recovery and rate setting programs utilizing accounting methodologies and federal and NPS-specific authorities and programs, in areas such as property management, special event management, maintenance, public safety, and utility services. 4. Provide technical advice to the Parks� staff in the development of requests for proposals or similar real estate-oriented tenant or partnership solicitation documents, and assistance in the evaluation of submitted proposals. 5. Provide technical advice to the Parks� staff in the development of policy guidelines for the regulation of commercial and non-commercial leases, facility partnerships, utilities, and other tenancies in the National Park context including the development and updating of planning documents. 6. Provide technical advice to the Parks� staff in the development of strategic and/or long-range business planning relating to leasing, partnership, commercial services, communications and utility permitting opportunities. 7. Provide technical advice on the development and application of existing, new, and proposed National Park Service authorities. 8. Provide title search and survey services for property within and abutting the Park�s boundaries. Title search results, reports and surveys will provide all owners of record, outstanding mortgages, liens, judgments or pending suits, outstanding tax claims, encroachments, easements, or rights-of-way of any type, including oil, gas, and mineral interests that have been severed, and any other exceptions that may cloud the title or ownership of the property. Provide assistance with transaction closing, including escrow, documentation drafting and review, and recording. The project will be implemented using the North American Industry Classification System (NAICS) Code 531390� Other Activities Related to Real Estate. The applicable classification code is R402 -Support- Professional: Real Estate Brokerage. This is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Quote (RFQ), that may be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. This notice shall not be construed as an RFQ or as any commitment or obligation on the part of the Government to issue a request for quote. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice. Submission Instructions: Responses via email are due on March 24, 2023 5:00 PM PT to the Contract Specialist, Liset Gomez at liset_gomez@nps.gov must include the information requested below. Responses greater than 5 double-sided pages (including all attachments) will not be considered. Late responses will not be accepted. This is strictly market research and the Government will not entertain any questions. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the Sources Sought. Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm�s qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following: A. Company Profile to include: 1. Company name and address; 2. Points of contact (names, titles, phone numbers and email addresses); 3. Include a brief summary of the similar work performed, supporting narrative to show why each project is relevant to this sources sought notice and other relevant information such as any teaming or joint venture partners. In addition, include proof of satisfactory past performance on the referenced projects.
