Description
SOURCES SOUGHT BACKGROUND: The Albuquerque Area Indian Health Service, Santa Fe Indian Health Center (SFIHC), has a need for Two (2) Security Guards.� These Security Guards shall perform the necessary services, in nature as defined by FAR 37.101, Non-Personal Healthcare Service, under which the contractor is and independent contractor and shall perform the work described herein independently of government supervision and that the provision of services is in accordance with FAR 52.237-7. The contractor shall provide competent, Security Guards particularly focusing in the utilization of his/her professional training and experience in order to perform the following: PURPOSE: Currently the Indian Health Service, Albuquerque Area does procure services from Small Business Indian Firms pursuant to the Buy Indian Act 100% of the time. The Contractor shall provide Security Guard services to the IHS Santa Fe Indian Health Center (SFIHC) and staff. �STATEMENT OF WORK: Provide security guard services to the IHS Santa Fe Indian Health Center (SFIHC) staff.� IHS will provide Contractor any needed training on IHS regulations or procedures as needed. Responsible for providing security and safety and protection services of personnel, patients and visitors, Government property, buildings, records, equipment and supplies against injury, theft and loss or damage. The security guard post is located in the main entrance of the facility, Monday through Friday, on weekends and Federal Holidays they are located near the front entrance. Make complete checks throughout the premises at least one time per hour. When working alone, the security guard shall make complete checks throughout the premises at least one time per hour. Provide internal and/or external building security, patrols buildings and grounds, checks unauthorized or suspicious persons, restrains any belligerent or intoxicated individuals if needed. During these checks, the security guard shall make sure all windows are locked, watch for smoke, fire and other unsafe situations throughout the facility. During the weekends all doors are locked with the exception of the front entrance. Ensure all GSA vehicles are locked and secured. Assists visitors and patients by giving information relative to disturbances within or adjacent to the building. The Contractor shall check all outdoor/indoor security lighting and parking lighting to ensure all are working properly, should some be out the security guard shall immediately contact the Contracting Officer Representative (COR), in turn s/he will contact Facilities/Maintenance Department. All visitors/patients will be required to sign in when entering through the front entrance.� Assist medical personnel as directed in handling emergency cases such as assisting in restraining aggressive and agitated patients. At times assist with front greeter desk coverage, however patrolling the facility externally and internally is more vital than front desk coverage. Enforce hospital parking rules, monitors ambulance and employee/patient parking areas. Work independently without close supervision and makes independent decisions. Exercise initiative and sound judgment in the day-to-day operation of the facility. Be well poised, tactful, and diplomatic, have the ability to exercise good judgment under stress, present a professional manner, and be observant and alert to happenings within the facility.� Maintain the peace in event of unusual events or behavior from staff, patients, and visitors. Be firm in applying protective procedures, methods and techniques. The Contractor shall exercise initiative and sound judgment in the day-today operation of the facility. Provide security guard service for seven days per week and up to 40 hours per week or 80 hours per pay period (per one security guard).� Overtime will be paid on an as needed basis when requested and approved by the COR. Shift/Work Schedule The Contractor shall work up to 8 hours on a rotating schedule Monday through Friday: DAY SHIFT: 6:00 a.m. to 2:30 p.m., or 7:00 a.m. to 3:30 p.m., or 8:00 a.m. to 4:30 p.m. EVENING SHIFT: 11:30 a.m. to 8:00 p.m., or 12:00 p.m. to 8:30 p.m., or 2:30 p.m. to 11:00 p.m., or 3:30 p.m. to 12:00 a.m. NIGHT SHIFT: � 11:00 p.m. to 7:30 a.m. 12:00 a.m. to 8:30 a.m. The Contractor will either be scheduled for 8 or 12 hour shifts on Saturday, Sunday including Federal Holidays: 12-HOUR SHIFT: 7:30 a.m. to 8:00 p.m. �(If there�s a time change then contractor will be notified in advance.) DAY SHIFT: 6:00 a.m. to 2:30 p.m., or 7:00 a.m. to 3:30 p.m., or 8:00 a.m. to 4:30 p.m. EVENING SHIFT: 11:30 a.m. to 8:00 p.m., or 12:00 p.m. to 8:30 p.m., or 2:30 p.m. to 11:00 p.m., or 3:30 p.m. to 12:00 a.m. NIGHT SHIFT: � 11:00 p.m. to 7:30 a.m. 12:00 a.m. to 8:30 a.m. *All scheduling of assigned shifts will depend on staffing and SFIHC demand; it may change from pay period to pay period.� Schedule will be posted and sent to the Contractor prior to the next scheduled pay period. Overtime will be paid on an as needed basis when requested and approved by the COR. Arrest authority possessed by the security guards is that of private citizen. To affect an arrest, the guard detains the violator and calls the local Bureau of Indian (BIA) police for assistance. CONTRACTOR RESPONSIBILITIES The Contractor must be currently qualified and licensed by the State of New Mexico as a private patrol operator and registered as such. Contractor shall provide and maintain qualified and competent security guards to provide all the necessary guard functions consistent with the industry standards and in accordance with the Scope of Work herein. Shall establish and maintain a complete schedule of personnel assigned to specific work hour shifts. Schedules shall be provided to the COR. All problems or incidents regarding security services shall be relayed to the COR. The Contractor shall be required to furnish a qualified back up security guard to cover shift(s) assigned including EMERGENCY situations. Notify the COR of newly assigned guard(s) and/or of any guard personnel changes. During times of emergencies or when the need arise shall be required to provide qualified back-up guard personnel within one hour of notice. Shall furnish all necessary uniforms and supplies required in the delivery of services. The Contractor shall obtain and maintain confidence and respect of the people it serves, by the constant endeavor to perform these duties in an efficient, honest and professional manner and by exemplary conduct. QUALIFICATIONS OF SECURITY GUARDS: Education:� Must be able to read, write and speak English language clearly and fluently Be able to write legible and intelligible reports. General Qualifications:� Be at least twenty-one years old. Have a valid motor vehicle operator's license issued by the State of New Mexico. Be well poised, alert, tactful, diplomatic, and have the ability to exercise good judgment under stress. Have ability to be firm in applying protective procedures, methods and techniques in a healthcare environment. Work in all assigned shifts without adverse problems to weather, Healthcare environment and working alone. All security guards shall be required to provide proof of immunization for measles, rubella, influenza (during influenza season), and COVID-19.��������������������� Other General Requirements: All security guard personnel shall be required to have basic knowledge and training in CPR, basic first aid techniques, fire extinguish use, report writing, search and seizure techniques and communicating with the general public.� Security guards are to be trained in dealing with violent and abusive persons. All security guards shall be required to attend in-service orientation as required by the SFIHC policy for all new employees on health, safety and security in healthcare environment. Required orientation in internal/external disaster plans, evacuation procedures, infection control, safety, and right to know laws. STATEMENT OF OBJECTIVES:����������� Locate eligible and qualified Small Business Indian Firms to support IHS procurement needs under NAICS code: 561612 Security Guards and Patrol Services. Utilize the information received with future acquisition planning efforts and potential Buy Indian set aside.� Possibly create multiple Indefinite-Delivery, Definite-Quantity Order amongst eligible and qualified Small Business Indian Firms. HOW TO RESPOND: This is a sources sought notice under the authority of the Buy Indian Act. The Indian Health Service (IHS) is attempting to locate qualified and eligible Small Business Indian Firms, �Native American Indian Owned and Operated businesses,� that can provide services/supplies to the Indian Health Service.� This is a request for information only.� Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.� Any information submitted by respondents to this notice is strictly voluntary with no obligation or incurred cost by the government. Provide with response � E-mail response.� Shall be in a printer friendly format, Word or PDF, 8x11 page size, 5-page limit. Certification as a Small Business Indian Firms. The government is ONLY interested in Small Business Indian Firms. (See attached Representative Form). The government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code.� Pursuant to FAR 52.204-7, prospective vendors shall be properly registered in SAM.gov; this includes proper registration as an ISBEE Firm and if eligible, registered as applicable small business certifications (e.g. Hubzone, 8(a), Service Disabled Veteran Owned, Veteran Owned, Women-Owned, Small Disadvantaged), in order for IHS to issue an award and claim procurement actions with eligible Small Business Indian Firms. Provide detailed capabilities statement, website, and e-catalog as it pertains to 561612 Security Guard and Patrol Services. Provide Dun & Bradstreet (DUNS) used to create SAM.gov registration. Identify Business Size: �ISBEE Firm or a Large Indian-Owned Firm. GSA/FSS contract holders � provide GSA/FSS/VA or other GWAC contract number, only if applicable.
