- THIS IS NOT A SOLICITATION ANNOUNCEMENT.� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is intended for information and planning purposes only at this time and shall not be construed as a solicitation or obligation on the part of the Defense Commissary Agency (DeCA). DeCA is a component of the Department of Defense reporting to the Under Secretary of Defense for Personnel and Readiness.� DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active duty military personnel, retirees, members of the Reserve and National Guard, and their families.� DeCA�s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. For this requirement, DeCA requires the support of a contractor to perform Fats and Bones / Oil and Grease Removal Services at various Commissaries located in the Continental United States (CONUS). This will include the lawful pickup/removal/disposal of supermarket animal and fish by-products, including fats and bones, which could include chicken, pork, beef, lunch meat, fish, and sausages, and used chicken oil and kitchen grease. Some stores will receive fats and bones removal services only.� Some stores will receive the combination of fats and bones and oil and grease removal services.� Attached to this RFI is a draft version of the Statement of Work (SOW) for this requirement, which includes a list of commissaries and services required per location.� Commissary store addresses can be located at https://www.commissaries.com under �Store Locator�.� These services will be provided by qualified contractors in accordance with the SOW and with contract terms and conditions. The applicable North American Industry Classification System (NAICS) is 311613, Rendering and Meat By-Product Processing, with a Small Business Size Standard of 750.� Contractors must be actively registered in the System for Award Management (SAM). SAM information may be obtained at https://sam.gov or by calling 866-606-8220.� Based upon the results of this RFI, a solicitation, or multiple solicitations based on geographic areas, may be issued.� If a solicitation(s) results from this RFI, it will be posted on the Procurement Integrated Enterprise Environment (PIEE) website at piee.eb.mil.� The PIEE solicitation module allows for electronic transmission of DeCA�s solicitation, as well as electronic proposal submission. Instructions for Vendor Access are provided.
