- INTRODUCTION The Naval Air Systems Command (NAVAIR) Tactical Airlift Program Office (PMA-207), Patuxent River, MD is conducting market research to identify potential business sources with the resources, capabilities, and experience necessary for the procurement of multiple used CFM56-7B24 Tech Insertion (TI) or Enhanced engines and engine stands, and to obtain estimated procurement costs. NAVAIR intends to use the information provided in response to this Request for Information (RFI)/Rough Order of Magnitude (ROM) Request to aid in refining its acquisition strategy, budgetary assumptions, and Statement of Work (SOW) for this effort and to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. BACKGROUND The C-40A aircraft is a Boeing 737-700C commercial-derivative cargo/transport/Extended Range Twin Engine Operations (ETOPS) aircraft that is Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part 25 certified and operated by the United States Navy (USN). The aircraft are equipped with CFM56-7B24 engines and have been modified with Government unique items with supplement type certifications. ROUGH ORDER OF MAGNITUDE Respondents shall submit a ROM containing a unit price estimate in Calendar Year 2023 dollars for the procurement of multiple used CFM56-7BE24 TI or CFM56-7BE24 Enhanced engines and engine stands (Part Numbers (P/Ns) AM-2563-227 and AM-2811-4800 or the equivalent), for estimated delivery in Fiscal Year 2024 (FY24). The price estimate shall not include shipping costs. The following requirements shall be addressed and/or included in the ROM for consideration: Availability or ability to procure Quick Engine Change (QEC) Kits compatible with a Boeing 737-700C (strongly desired) 24,200 LB thrust engines Used engines should have sufficient time (Build Specification) to support 5,000 cycles of operation prior to the next scheduled engine shop visit, including Life Limited Components/Parts ETOPS compliant parts/components are required Parts Manufacturer Approval (PMA) aftermarket parts are permitted� Historical engine log records maintained under the full scrutiny of the US FAA are critical Most recent Test Cell performance data Complete borescope analysis report of engine post aircraft removal. Completion of CFM Category 4 Service Bulletins and those of higher importance Warranty Information Interested parties shall submit a ROM not to exceed five 8.5 x 11 pages with one inch margins printed in Times New Roman or Courier New 12-point font. One electronic soft copy shall be submitted via email to the Government POC in Microsoft Word or searchable PDF format no later than 4:30PM EST on 28 April 2023. Respondents are responsible for all expenses associated with a response and the Government will not provide any form of compensation or reimbursement for any costs incurred in its preparation. All submissions shall include a ROM Reference Number; a company name, address, Commercial and Government Entity (CAGE) Code, and Data Universal Numbering System (DUNS) number; a Point of Contact (POC) with a phone number and email address; and business size status for the relevant North American Industry Classification System (NAICS) Code(s) (i.e., large business, small business, certified 8(a) concern, veteran-owned, HUBZone, woman-owned, etc.). All information submitted will be adequately safeguarded from unauthorized disclosure. However, classified data should not be provided. Responses failing to comply with the above instructions or containing impertinent information may not be reviewed. Note: If an interested party is a foreign concern or if a US interested party has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITARs) is required.
