Description
This is a notice of intent to award a sole-source contract to the Deltares USA, Inc. (hereafter referred to as Deltares) and is not a request for competitive proposals. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO), Western Acquisition Division (WAD), and�National Weather Service (NWS) Office of Water Prediction (OWP) has a requirement for Community Hydrologic Prediction System (CHPS) Infrastructure and Support Services. The contractor shall provide the necessary labor and resources to accomplish tasks that will provide CHPS Infrastructure and Support Services including Daily Operational Support and Maintenance, Other Subject Matter Expert support services, Delft-FEWS Stable Builds and Enhancements, Delft-FEWS Patches, and Delft-FEWS Evaluation Builds. WAD intends to issue a sole source, Hybrid Firm-Fixed-Price (FFP) and Time & Material (T&M) type contract. The period of performance is 1 July 2023 through 30 November 2032 which consists of a base period of one year and eight (8) option periods. The award will be made using other than full and open competition procedures. Only one responsible source and no other supplies or services will satisfy agency requirements in accordance with FAR 13.501(a). Delft-FEWS software is proprietary, and only Deltares has the exclusive rights, licensing, and experience to alter the code. Having another vendor perform the work would change the existing software, and Deltares could no longer provide support, or guarantee the system. � This notice is not a request for competitive quotes or proposals and no solicitation will be issued. However, firms that believe they can provide the items as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
