Description

NASA/Glenn Research Center (GRC)�has a requirement for the extension of the Academy of Program/Project and Engineering Leadership Support Services (APPEL SS) contract.� NASA/GRC intends to purchase the services from FSPRIME, LLC (DBA FedStar, LLC).� Only FedStar, LLC has the capability to provide knowledge management support services with no lapse in service for the agency.� Specifically, the APPEL SS contract supports NASA�s mission by promoting individual, team, and organizational excellence in program/project management and systems engineering through the application of a wide range of formal classroom coursework, hands-on training, knowledge sharing events, lessons learned cataloging, case studies, as well as virtual training methods during the period until a follow-on Contract is awarded, which is not anticipated to exceed seven months from the current contract expiration of March 31, 2023.� This is anticipated to include a base extension option of two months, and five separate one-month option extensions. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Dawn Pottinger at dawn.r.pottinger@nasa.gov no later than 9am eastern on March 30, 2023. Such capabilities qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
