Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to RECS, Inc., 430 N Hays Rd, Prosper, Texas 75078-8721 for the purchase and installation of a Bayonet Corporal breaker on ERDC�s HMEE. The GSL, Airfield and Pavements Branch (APB) is leading a research program for the US Army to study rapid road repair. This research requires extensive testing with compact equipment to break and excavate damaged pavement layers. The US Army owns and has deployed several HMEEs to various military bases around the world. ERDC also owns a HMEE. The HMEE is a backhoe loader outfitted with various tools to aid in pavement repairs. The purchase and installation of a Bayonet Corporal breaker on ERDC�s HMEE is required to test pavement repairs at ERDC, Vicksburg, MS, as well as potential demonstration sites. The Bayonet Corporal breaker weighs approximately 800 lb and is 13 in. wide, 17 in. deep, and 64 in. long with the chisel tip installed. The installation will be completed by the Bayonet manufacturer (RECS, Inc.) at their facility in Prosper, Texas. The Bayonet Corporal Breaker is the only breaker that can be installed (welded and installed with the proper lines) on an existing backhoe loader with the backhoe bucket still attached and use the two (breaker and bucket) interchangeably with the press of a button from inside the cab. RECS, Inc. is the only vendor that sells the Bayonet Corporal Breaker that meets our requirement to nearly simultaneously break up and excavate thick concrete with a backhoe loader for the U.S. military. Without the purchase and installation of the Bayonet Corporal breaker directly from RECS, Inc. the ERDC will not meet its mission requirement. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 333120 (Construction Machinery Manufacturing) with a size standard of 1250 employees. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. �A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
