Description

Naval Supply Systems Command San Diego hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE to Battlespace Simulations, Inc. (BSI) for their MACE (Modern Air Combat Environment) simulator. MACE is a physics-based, full spectrum Computer Generated /Semi-Automated Forces (CGF/SAF) application with a large and user-extensible order of battle, capable of many-on-many simulation yet having very high fidelity at the engagement level. MACE can simulate advanced, 5th generation systems including low observable platforms and Active and Passively Electronically Scanned Arrays (AESA and PESA radar) as well as highly contested battlespaces. MACE supports the Distributed Interactive Simulation (DIS) architecture including simulation management, entity state, fire, detonate and emissions PDUs. MACE is ideally suited for both standalone scenario creation/mission rehearsal and distributed mission simulation. MACE is certified for use on the USAF�s Distributed Mission Operations Network (DMON) and is a Combat Air Force Distributed Mission Operations (CAF DMO) approved CGF/SAF. Brief Description of Requirement: NAWDC JCAS has a requirement to accurately provide supporting fires simulation information during training evolutions for the JTAC COI and CVW AWF while operating outside of the existing simulator spaces. This simulator integrates within existing training plans. Simulated surface and naval surface fires are being integrated into events more frequently and MACE will allow the training staff to place supporting assets (M777 howitzers, 120mm mortars, DDG-51 destroyers) in the scenario and produce accurate fires information such as gun to target line, maximum ordinate, and time of flight. Having accurate information is critical when deconflicting these supporting assets with aircraft. Additionally, having MACE on the standalone laptop will provide other opportunities to improve JTAC training working with other systems on hand. Delivery Date:� 10 days ARO The North American Industry Classification System (NAICS) code is 511210, Software Publishers. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM).� Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF).� Register via the WAWF website https://wawf.eb.mil. Those capable of meeting the requirement IAW the SOW are requested to provide the following information in their response:� 1) Current capability that demonstrates your company's ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number.� IMPORTANT NOTES: 1) Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. 2) Respondents may respond via e-mail no later than 23 March 2023, 09:00 am, Pacific Standard Time (PST) to janet.nunez@navy.mil. � If no responsible, responsive offers are received by the above date, a sole source contract will be issued to Battlespace Simulations, Inc. (BSI) under the authority of FAR 6.302-1.
