- All Questions and Answers received for this solicitation have been added at Attachments 12970223R0002-0001 QA and 12970223R0002-0002 QA.� Amendment 0001 - This amendment extends the solicitation due date to 03/17/2023 and to update the Solicitation document and Attachment D.5 Section A Cont - SOI - Fillable. Initial vendor questions and Government answers are attached to this amendment.� The United States Forest Service (USFS) requires professional environmental services for the Activities listed below. This includes responding to and cleaning up releases of hazardous substances and wastes on National Forest System (NFS) lands in Region 5 (California). � Activity I: Non-CERCLA site investigation, cleanup and restoration including, but not limited to the following hazards: asbestos and lead-based paint assessment and abatement, indoor air quality and mold, underground storage tanks, etc. Activity II: Post natural disaster hazardous material site cleanup and removal from Forest Service and privately owned sites on NFS lands. Activity III: Investigate and/or cleanup of hazardous materials/wastes and associated contamination at illegal marijuana grow sites. The Government intends to conduct this procurement through a phased proposal submission and phased evaluation. Each phase has instructions provided in the attached solicitation document that have been specifically tailored to the evaluation procedures to be applied for proposal evaluations. The instructions are designed to ensure the submission of information essential to the understanding and comprehensive validation and evaluation of proposals. Clarity and completeness are of utmost importance to the proposal, followed by the relevance and conciseness of the proposal. Offerors are responsible for the accuracy and completeness of its proposal and ensuring that required information is submitted in the correct phase as each phase will be evaluated separately. Offerors are instructed to read the entire solicitation document, including all attachments, prior to submitting questions and/or preparing your proposal. Interested vendors are encouraged to form joint ventures, partnerships, subcontract relationships, etc. in order to meet all requirements of the solicitation. If you are interested in partnering with another vendor, please ensure that you add your organization to the Interested Vendors List that will be made available to other vendors to view. The Government will not be responsible for creating any partnerships other than providing a list of vendors who are willing to have their information shared with other interested vendors.
