Description
This synopsis is to notify interested parties that the 21st Contracting Squadron, Detachment 1 (21 CONS/DET 1) intends to post a solicitation to SAM.gov on or about 9 May 23 for ocean charter services to� transport goods and equipment between Denmark and Thule Air Base (AB), Greenland. The solicitation shall be for one (1) Indefinite Delivery Indefinite Quantity (IDIQ) type contract with an ordering period from 01 Mar 24 (or contract award date) to ~28 Feb 29. The Space Base Delta 1 (SBD 1), in support of the 821st Space Base Group (821 SBG), has a mission-critical, re-occurring requirement for two (2) annual voyages between June and September, originating from a Danish port to Thule AB to support base operations. The requirement scope includes providing all management, labor, and services to accomplish the functions and responsibilities of receiving cargo from vendors, providing in-transit origin storage, loading/offloading, and transporting sealift cargo. Thule AB, Greenland, is 76 320 North latitude by 68 500 West longitude. The base is 695 miles north of the Arctic Circle and 947 miles south of the North Pole on the island's northwest side. Due to this location, an awardee must adhere to the International Code for Ships Operating in Polar Waters (Polar Code), MEPC 68/21/Add.1 Annex 10. Polar Code adherence is a key solicitation evaluation factor and is included in the requirement's Performance Work Statement (PWS). Per the Military Cargo Preference Act of 1904, codified at 10 U.S.C. �2631, preference will be given to U.S-Flagged Carriers. All flagged carriers are highly encouraged to respond to this solicitation. 21 CONS/DET 1 is not soliciting the services of an entire vessel and will only pay for the transportation of goods and equipment as defined by the different units in the solicitation.� An award shall be made using the Lowest Priced Technical Acceptance (LPTA) Source Selection Procedures (SSP) per the current Department of Defense SSP and the Request for Proposal (RFP) provisions. The draft PWS, 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services and addendums, and 52.212-2 Evaluation�Commercial Products and Commercial Services, and addendums are attached for feedback from the industry. All interested parties are highly encouraged to identify their interest, capabilities, and feedback to the attachments in response to this notice by 1700 Central European Standard Time (CEST), 30 Mar 23.
