- NOTE CHANGE BELOW OF NAICS CODE FROM�221122 TO�237130 The National Guard Bureau Architect � Engineer and Construction Division (NGB-AQ-R) intends to issue a Request for Proposals (RFP) to award a single firm fixed-price contract to provide all professional design, construction and independent testing/commissioning verification services necessary to reconfigure existing base electrical systems using existing and new equipment to provide, a resilient and sustainable electrical power microgrid system that is electromagnetic pulse (EMP) hardened, complete and useable at the 128th Air Refueling Wing, located at General Mitchell International Airport, Milwaukee, WI.� The North American Industry Classification System (NAICS) code for this work is 237130. This is a total small business set-aside. The small business size standard is 4,500,000. The magnitude of this project is estimated between $1,000,000 and $5,000,000. The tentative date for issuing the solicitation is on or about 20�March 2023. The solicitation number will be:�W50S9G-23-R-0002. A pre-bid conference/site visit is anticipated to be held approximately 10 days after issuance of the solicitation (will be adjusted for any holiday schedules) and will be held at 128th ARW, Civil Engineering Squadron (CES) Building 701, 1919 E Grange Avenue, Milwaukee, WI 53207.� Interested vendors are encouraged to attend and shall follow conference registration and General Mitchell ANG Base access requirements as provided in the solicitation.�� The solicitation closing date will be scheduled for on-or-about 30 calendar days after the date of the solicitation issuance. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection Procedures. �The solicitation will be a two-phase Design-Build solicitation.� Phase I Evaluation factors include Team Experience, Conceptual Technical Approach, and Past Performance. �No more than five (5) Offerors from Phase I will be selected to participate in Phase II.� Phase II Evaluation Factors include Detailed Technical Approach and Price.� The Government intends to award without discussions. Interested offerors must be registered in System for Award Management (SAM) at the time a proposal is submitted. To register go to: https://www.sam.gov/.
