- The Naval Air Systems Command intends to issue a Firm Fixed Price (FFP) Indefinite delivery Indefinite quantity (IDIQ) contract to Sparton DeLeon Springs LLC. (Sparton), 5612 Jonson Lake Road, De Leon Springs, FL 32130, on an other than full and open basis, for the effort, materials, and supplies required to manufacture, assemble, and deliver up to 210 �Navy Underwater Active Multiple Ping (NUAMP) AN/SSQ-113 series F4/ F5 prototype sonobuoys in accordance with the SONOBUOY DESIGN SPECIFICATION FOR NAVY UNDERWATER ACTIVE MULTIPLE PING FAMILY OF SONOBUOYS for Fiscal Years (FY) 2024 through 2028. These sonobuoys are critical sensors that are required by the United States Navy (USN) Anti-Submarine Warfare (ASW) forces to detect, classify, and localize adversary submarines during peacetime and combat operations.� The authority permitting other than full and open competition is provided in 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. A Sources Sought Notice was issued on 18 November 2022 and closed 13 January 2023. Based on the results of the notice, no set-aside was determined. The NAVAIR Office of Small Business Programs concurs with the set-aside determination. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
