Description
This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products and/or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract based on this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this Sources Sought Notice in accordance with (IAW) FAR Part 15.201(e). The purpose of this Sources Sought Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the products and/or services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) Company Name; (b) Address; (c) Point of Contact; (d) Phone, Fax, and Email; (e) UEI Number; (f) Cage Code; (g) Tax ID Number; (h) Type of Small Business, e.g., Services Disabled Veteran Owned Small Business, Veteran Owned Small business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business, etc.; (i) State if your business has an FSS contract with GSA, VA NAC, NASA SEWP, or any other federal contract, that can be utilized to procure the requirement listed below and provide the contract number; and (j) Must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below. Requirement: The VA Heartland Network 15 Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to provide Stryker Bone Saws for the VA Columbia Missouri Health Care System, located in Columbia, Missouri. Please see Statement of Requirement for more specifics and details. The North American Industry Classification System Code (NAICS Code) is 339112 (Medical and Surgical Instrument Manufacturing), size standard 1,000 Employees. Based on this information, please indicate whether your company would be a Large or Small Business and have a socio-economic designation as a Small Business, VOSB or SDVOSB. Important Information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to an acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service-Disabled Veteran Owned Small Business firms is anticipated based on the Veterans Administration requirement with Public Law 109-461, Section 8127 Veterans Benefit Act. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open may be used. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER HARRY S. TRUMAN VAMC, COLUMBIA, MO STATEMENT OF REQUIREMENT Stryker Bone Saws Trading in serial numbers; 1725815683, 1724903443, 1725815173, 1710010483, 1723200193 Background: The mission of the Harry S. Truman Veterans Administration (HSTVA) is to provide whole health care for veterans of military service. The mission of the Surgery Department is to provide safe, efficient, high quality surgical care. This acquisition is required so the HSTVA can provide adequate power equipment for medium to large orthopedic, cardio-thoracic, and podiatric procedures. Objective: The requested acquisition, the Stryker System 9 surgical power, will be an upgrade in performance and reliability over the current System 8 components that are end of life. The System 8 batteries are not compatible with this generation of power equipment and System 9 batteries will be required. The longer shelf life will reduce exposure to sterilization therefore extending the life of the battery. The batteries are also insulated to improve resistance to thermal damage resulting from sterilization procedures requiring high temperatures. A longer battery life will also diminish the interruption of having to change out batteries during a long, complex procedure. The water resistance has also been improved in the System 9, allowing the power components to be submerged for cleaning in sterile processing. This feature supports infection control measures and contributes to quality outcomes for the Veteran. Reliable power tools are required to perform large and medium orthopedic procedures as well as other minor orthopedic/podiatric procedures and sternotomy for open heart surgery. This acquisition supports the mission of Harry S Truman VAMC to provide high quality, surgical care as well as decrease community care referrals. Description: The Stryker System 9 power system consist of various power tools that function off battery power. 9205-000-000 Dual trigger rotary handpiece 9206-000-000 Reciprocating Saw 9208-000-000 Sagittal saw 9207-000-000 Sternal saw The power tools have various attachments to allow for multiple service lines to utilize the same system. Requirements for the following procedures: Operative procedures Allows for patient specific open reduction and fixation of large and medium sized bone fractures Total hip and knee arthroplasty TFN Hip nailing Sternotomy in Cardio Thoracis procedures. Requirements and Sterilization: See IFU for cleaning and sterilization 8 System 9 Power Tool trays will be composed of the following. 6203-110-000, AO small attachment 6203-113-000, Hudson attachment 6203-131-000, 1/4 Keyed check 6203-135-000, Hudson/Modified trinkle attachment 7102-654-000, 3 handpiece solid container bundle 8203-026-000, Dual trigger wire collet 8203-126-000, Dual trigger Pin collet 8203-133-000, ΒΌ Locking keyless chuck 8203-226-000, Dual Trigger large collet 9205-000-000, Dual trigger Rotary handpiece 9206-000-000, Reciprocation saw 9208-000-000, Sagittal saw 4 System 9 Power Tool trays will be composed of the following 7207-003-000, Sternum blade guard 9207-000-000, Sternum saw 9110-120-000, 4 Battery chargers which will be kept in Sterile Processing 9215-000-000, 20 Batteries which will be charged and sterilized by Sterile Processing and distributed to the center core of the surgery department after completion of sterilizing process. Each procedure will require an assortment of drill bits, pins and saw blades available upon request from physician. Instruments are handled with extreme care due to the frailty of equipment. Sterilization will be based on the IFU for Stryker System 9 power equipment. Proposal: Utilization of multiple service lines. Current Stryker System 8 is approaching end of life resulting in multiple failures and service repair. Staff Competency: Vendor will be responsible for initial education to the OR staff and to be included in annual orthopedic competence for Operating room staff.
