Description
This Sources Sought notice is being issued by the Department of the Navy (USN), Naval Surface Warfare Center, Philadelphia Division (NSWCPD).�NSWCPD has a requirement to procure services for the refurbishment of LM2500 High Pressure Turbine (HPT) blades and nozzles. The government furnished property (GFP) provided under this contract are used LM2500 gas turbine engine hot section parts. They may or may not be repairable for future use in Navy gas turbine engines. It is understood that some components will be deemed unrepairable and will not be returned to the Navy in �A� condition or ready for installation in an engine. Since there are subtle industry variations and approaches to repairing LM2500 components, this statement of work will not dictate all processes and procedures to be used in the refurbishment of these parts. The specific parts requiring repair under this contract are listed in the Draft Statement of Work (SOW), in addition to further details regarding these services.�It is the Government's intention to procure these services on a competitive basis.�Accordingly, NSWCPD is requesting information from any and all interested sources in order to make an informed determination regarding procurement strategy. SUBMISSION OF RESPONSES:�Respondents shall provide capability statements with specific information regarding their ability to provide the required services to meet the NSWCPD�s needs as detailed in the attached draft statement of work (SOW).�Please be sure to address the following items of concern: Your firm�s capability to satisfy the requirements of the SOW; Your firm�s relevant experience regarding repair of LM2500 HPT material repairs; Whether your firm provides same or similar services to the general public and the Government at the same time, and at similar terms and conditions; Whether your firm offers and sells same or similar services in substantial quantities in the commercial marketplace. Responding statements are not to exceed ten (10) pages in length.� Responses shall be in electronic format (Microsoft Word or PDF preferred).�A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status, and points of contact (names, email, and telephone numbers) at a minimum.�The cover page is not considered in the total page count.� NSWCPD will only accept unclassified, electronic submissions. Responses shall be sent to Contracting Officer, Matthew Riggitano, at matthew.a.riggitano.civ@us.navy.mil with the subject line ""LM2500 HPT Blade and Nozzle Repair_Sources Sought.� All responses must be submitted by no later than 12:00 PM Eastern on 30 March 2023. This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.�The Government is NOT seeking or accepting unsolicited proposals.�This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
