To extend the notice for an additional date from 28 March 2023 to 29 March 2023 The Spell out Acronyms: IOC: Initial Operational Capability FOC: Final Operational Capability CTC: Combat Training Center TASS: Training Aircraft Survivability Stimulation Suite **************************************************************************************** Notice of Intent to Award Sole Source Intent of the Notice: The U.S. Army Contracting Command � Orlando (ACC � Orlando), for the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), in support of the Project Manager, Soldier Training (PM ST), Product Manager, Live Training Systems (PdM LTS) intends to issue a new contract to InterCoastal Electronics Inc. (ICE), cage code 0NNW6 located at 5750 E Mckellips Rd. Mesa AZ 85215 on a sole source basis pursuant to only one responsible source who can meet the requirement. �This new contract will have a ceiling of $95M. �The period of performance (ordering period) will be for five years starting at award with an expected award of 2nd quarter of Fiscal Year 2024 (FY24). �In accordance with FAR 6.302-1(a)(2)(ii)(A) supplies may be deemed to be available only from the original source in the case of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and incur unacceptable delays in fulfilling the agency�s requirements. ACC-ORL issued Sources Sought Notice (SSN) W900KK-22-SSN-TIADS on 13 September 2022 with a due date of 28 September 2022.� The SSN resulted in communication from three (3) companies. Two companies had questions about the incumbent and contract number which we properly answered. No further communication was received from either company. The PdM LTS team also received a very thorough response from InterCoastal Electronics (ICS) Inc. who is the current prime contractor for TIADS in the IOC contract. Brief Description: PM LTS has a requirement to replicate the training capabilities of the CTCs from the requirements fielded in Initial Operational Capabilities (IOC) to the eight homestations in Final Operational Capabilities (FOC) (new contract), except for the MANPADS (Man-Portable Air-Defense Systems - which will be fielded to both the Combat Training Centers (CTCs) and eight homestations. The capabilities will be fielded to CONUS and OCONUS sites to include: 1.������ Fort Carson 2.������ Fort Drum 3.������ Fort Campbell 4.������ Fort Stewart 5.������ Fort Hood 6.������ Fort Riley 7.������ JBLM 8.������ USARPAC CHAFF-TIADS FOC will continue the efforts started under the IOC but in a production mode since all the RDT&E was completed prior to the IOC fielding. The TIADS capabilities for the FOC effort include the following new requirements: delivery of 50 Training Aircraft Survivability Stimulation Suite (TASS) kits each to the eight homestations; a total of 60 MANPADS fielded to the three (3) Combat Training Centers (CTCs), deliver 2 MANPADS to each homestation, and provide Post Deployment Software Support (PDSS) to the fielded systems as directed. Each project will have its own SOW and CLIN structure and include, Production, Fielding, New Equipment Training (NET), Shipping, Travel, and Interim Contract Support (ICS). At each homestation the TASS systems must interface with the Homestation Instrumented Training System � Aviation (HITS-AV) to transmit data to the command center in near real time as training exercises are being conducted. Responses: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
