Description
The purpose of this posting to place the synopsis information (Pre-Solicitation) directly on the Government Point of Entry (GPE) as text based in the ""Description"" as the original March 16, 2023 Pre-Solicitation posting provided the ""Description"" as an attachment. This text based posting is identical to that of the March 16, 2023 Pre-Solicitation posting's ""Synopsis"" attachment and as such, the three (3) attachments referenced in the synopsis are posted and available under the March 16, 2023 Pre-Solicitation posting. Therefore, the Government is permitted to post/issue a solicitation 15 calendar days from March 16, 2023. THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO TELEPHONE CALLS AND/OR EMAILS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The United States Environmental Protection Agency (EPA) has a requirement to provide nationally consistent scientific and technical assistance support services to the EPA�s On-Scene Coordinators (OSCs) and other federal officials implementing the EPA�s responsibilities under the national response system for the Superfund Technical Assessment and Response Team (START) V class of contracts. These services primarily support the Emergency Management Branch in the Superfund Division at the EPA, Region 6. The contractor shall be prepared to provide scientific/technical support and align its activities with EPA activities to further the Agency�s primary mission: the protection of human health and the environment. These services shall be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (also known as CERCLA or Superfund) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA), the National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statutes. The primary performance of work will be conducted within Region 6 (AR, LA, NM, OK, and TX); however, contractors may need to respond to unforeseen national responses and be able to perform outside the region. In times of national response, the additional areas of response may include Region 1 (CT, ME, MA, NH, RI, and VT), Region 2 (NY, NJ, Puerto Rico, and the US Virgin Islands), Region 3 (DE, DC, MD, PA, VA, and WV), Region 4 (AL, FL, GA, KY, MS, NC, SC, and TN), Region 5 (IL, IN, MI, MN, OH, and WI); Region 7 (IA, KS, MO and NE), Region 8 (CO, MT, ND, SD, UT, and WY), Region 9 (AZ, CA, HI, NV, American Samoa, and Guam), and Region 10 (AK, ID, OR, and WA). The contractor must be able to maintain a 24-hour, seven (7) calendar days a week, year-round response capability to the EPA�s need within the region as well as outside the region on a backup regional, cross regional, national, and international response. The successful contractor shall provide all necessary labor/personnel, materials, equipment, facilities, and services in support of the responsibilities and efforts delineated in the attached draft Statement of Work (SOW). A draft SOW is attached for informational purposes as the draft SOW is not in final form and is subject to change. The potential contractor shall have extensive experience in restoring or directly supporting the restoration of a contaminated environment. The contractor�s expertise in assessments and analysis are considered essential to the defense of the Agency. Activities are described in the draft SOW and include, but are not limited to preliminary assessments, site inspections, testing, remedial investigations, feasibility studies, engineering evaluation and costs analysis, enforcement support, human health/health ecological risk assessments, and cost recovery. A business does not have to possess all of the capabilities to perform all of each task listed within the draft SOW but would need to demonstrate how they would cover all the task. A business may submit its qualifications based on a teaming arrangement with other business(es). In Region 6, approximately 50% of the projected work will be Response Activities under the Technical Requirements of the draft SOW. The following are the six (6) task areas within the draft SOW as well as the estimated allocation percentage by task: 1. Response (25%) 2. Preparedness and Prevention (20%) 3. Assessments (25%) 4. Technical Support (15%) 5. Data Management (10%) 6. Training (5%) This acquisition will not be set-aside for small businesses. The solicitation/request for proposal (RFP) will be issued and conducted on the basis of full and open competition using the Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation procedures and a tradeoff approach for making a best value source selection decision. It is anticipated that one (1) contract will be awarded as a single award Indefinite Quantity/Indefinite Delivery (IDIQ) task order hybrid contract authorizing any combination of Cost-Plus-Fixed-Fee (CPFF), Cost Reimbursement (CR), and/or Firm-Fixed Price (FFP) task orders and/or contract line-item numbers (CLINs). The base IDIQ contract will consist of a 60-month base period. Work will be ordered through the issuance of task orders. The estimated maximum potential value is >$100 million over the life of the contract, and the minimum award value will be $25,000. The applicable primary North American Industry Classification System (NAICS) code is 541620 Environmental Consulting Services with a small business size standard of $19.0 million. The total level of effort, based on historical information and solely for estimating purposes, of approximately 680,000 hours is anticipated over the 60-month period of the resultant contract. The estimated hours are not guaranteed of hours to be ordered and/or worked by the prime contractor and/or the prime�s subcontractor(s) in the performance of the resultant contract. Any interested party should anticipate a Cost type proposal with any resultant solicitation. Please note that an adequate accounting system is a requirement to receive a Cost type of contract. Offerors are further reminded that FAR 16.301-3(a)(3) states that a cost-reimbursement contract may be used only when the contractor�s accounting system is adequate for determining costs applicable to the contract. If an offeror has not had its system reviewed and determined adequate by a government audit organization, the offeror�s cost proposal shall include information that addresses the adequacy of its accounting system as it relates to accounting for costs under cost-type contracts. Therefore, a draft of the Accounting System Requirements is hereby provided. Based on the nature of the draft SOW requirements, it is anticipated that potential offerors with the expertise to perform these requirements could also have relationships which present the potential for significant organizational conflicts of interest (COI). Therefore, there are COI limitations associated with this acquisition and potential offerors are hereby provided with the draft COI solicitation provisions and clauses of EPA�s forthcoming requirements. It is anticipated that a solicitation will be released approximately during early April, 2023 and is subject to change (earlier or later). Proposals will be due thirty (30) calendar days from the solicitation release date. Therefore, it is the interested parties� sole responsibility to monitor for further communications regarding this requirement.
