- NOTICE OF INTENT TO SOLE SOURCE SOLICITATION/NOTICE NUMBER: 75N95023R00041 TITLE: LI-COR Pearl Maintenance Support CLASSIFICATION CODE: J066 - MAINT/REPAIR/REBUILD OF EQUIPMENT-INSTRUMENTS AND LABORATORY EQUIPMENT NAICS CODE: 811219 Other Electronic and Precision Equipment Repair and Maintenance RESPONSE DATE: March 27, 2023 PRIMARY POINT OF CONTACT: Sneha Singh, Contracting Officer NIDA Office of Acquisition, Contracts Management Branch Red sneha.singh@nih.gov DESCRIPTION: THIS IS A PRE-SOLICITATION NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS.� THIS IS NOT A REQUEST FOR QUOTE/PROPOSALS. The purpose of this acquisition is to provide the National Institutes of Health (NIH) Mouse Imaging Facility (MIF) with hardware and software maintenance support for LI-COR Pearl Imaging System. The LI-COR Pearl in vivo imaging system uses state-of-the-art optical technology for preclinical imaging research and development. It is ideal for non-invasive longitudinal monitoring of disease progression, cell trafficking and gene expression patterns in living animals. We need to maintain the equipment with optimal functionality and minimize downtime in order to support ongoing NIH preclinical research studies. The Contractor shall provide the following support for one (1) LI-COR Pearl imaging system (Serial number PRL-3180) and all its associated system parts and software including: 1.�������� One (1) yearly preventive maintenance visit that will include the following: �Ensure the system performance meets manufacturer specifications �Ensure laser functions working properly �Ensure camera detection working properly �Analyze the instrument history logs for potential issues �Verification of normal operations test (VNOT)� �Open instrument to lubricate one of the imaging axis, if needed. 2.�������� Unlimited Repair Service �Includes all non-consumable parts, labor, travel expenses for on-site repairs 3.�������� Service personnel need to be certified by the Original Equipment Manufacturer (OEM). All service personnel shall have completed the required training and be certified by the manufacturer as OEM service technicians. Contractor shall utilize OEM Service Technicians and OEM Certified Parts. Personnel will be readily available to provide training and to answer questions while on site. 4.�������� Unlimited Phone/Remote Technical Support NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 811210 (formerly NAICS coder 811219) with a Size Standard of $30.0 million. This acquisition is NOT set aside for small businesses. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Regulations (FAR) in effect through Federal Acquisition Circular (FAC) 2022-08, dated 10/28/2022. BACKGROUND, PURPOSE AND OBJECTIVES OF REQUIREMENT The NIH Mouse Imaging Facility (MIF) is a shared, intramural resource for preclinical animal imaging studies. The MIF provides the NIH intramural research community access to modern radiological imaging equipment optimized for rodents and other laboratory animals for noninvasive imaging studies. The MIF provides intellectual, technical and material support for NIH investigators, and resources include: magnetic resonance imaging, micro-computed tomography, high frequency ultrasound with photoacoustic imaging, bioluminescence and fluorescence imaging. The MIF is dedicated to providing state-of-the-art anatomical, functional and molecular medical imaging capabilities for animal models of human disease. The MIF staff has considerable technical expertise in animal imaging. The MIF mission requires that all imaging equipment be in optimum working order for maximum use by NIH researchers. Any repairs must be handled in a timely manner to minimize equipment downtime and prevent disruption to ongoing preclinical research studies. The purpose of this acquisition is to provide the National Institutes of Health (NIH) Mouse Imaging Facility (MIF) with hardware and software maintenance support for LI-COR Pearl Imaging System. The LI-COR Pearl in vivo imaging system uses state-of-the-art optical technology for preclinical imaging research and development. The anticipated Period of Performance is a one (1) year base and three (3) one (1) year option periods. Base Period: Maintenance Support � 12 months Option Period One: Maintenance Support � 12 months Option Year Two: Maintenance Support � 12 months Option Year Three: Maintenance Support � 12 months SINGLE-SOLE SOURCE DETERMINATION This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 � only one responsible source and no other supplies or services will satisfy agency requirements. The essential characteristics of the LI-COR Pearl that limit the availability to a sole source is that LI-COR is the only company authorized and capable of providing service and maintenance to the existing LI-COR Pearl Imaging System. Any needed system components are proprietary of LICOR and can only be replaced and serviced by a service engineer trained by LI-COR service professionals. Only this suggested source can furnish the requirements, to the exclusion of other sources, because they are the proprietary owner and manufacturer of this equipment. As only one vendor is authorized to perform such services, the Government intends to issue an award on a sole-source basis to the following contractor: LI-COR, Inc. 4647 Superior St. Lincoln, NE 68504 Contract Type: A firm-fixed price contract is planned for this acquisition, consistent with commercial practices. CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� An interested Offeror must be able to successfully demonstrate its capability to independently, and not as an agent of the Government perform the requirements described above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice must include sufficient information to establish the interested parties� bona-fide capabilities and experience of providing the service described above. Interested parties shall provide a description of experience and capability, describe the proposed technical approach and include any other information or factors that may be considered.� Such factors may include: past performance; special features or equipment required for effective program performance. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, F.O.B. Point (Destination or Origin), product or catalog number(s). In addition the SAM Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM)�www.sam.gov.
