Description
DESCRIPTION This is a NOTICE OF INTENT TO SOLE SOURCE. The Department of Veterans Affairs Network Contracting Office 4, 100 S. Independence Mall West 5th FL Philadelphia, PA 19106-2320 intends to award a sole source Firm-Fixed-Price Contract to ProAim Americas of 16024 Manchester Rd STE 200 Ellisville, MO 63011 for the provision of delivering two (2) Erbe Argon Plasma Coagulation Unit APC 3. Equipment will be delivered at the Wilmington VA Medical Center 1601 Kirkwood Highway. Wilmington, DE 19805-4917. APC is a monopolar electrosurgical procedure in which electrical energy is transferred to the target tissue using ionized and, thus, conductive argon gas (argon plasma), without the electrode coming into direct contact with the tissue. In contrast to laser technology procedures, the transfer of energy between the electrode and the tissue occurs in accordance with electrophysical laws (electrical field), and not the laws of optics. The argon plasma follows the path of least electrical resistance, regardless of whether the tissue lies directly in front of the electrode or lateral to it, and regardless of the direction of the argon gas flow. For the transfer of energy, it is important to ensure the greatest possible concentration of gas between the tip of the probe and the target tissue. This contract action is for supplies for which the Government intends to solicit from a single source under the procedures in FAR 13.106-1(b) used in accordance with 48 CFR 13.106-1. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The North American Industry Classification System (NAICS) code for this requirement is 334510 with a small business size standard of 1250 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 16:30 PM, ET, on Friday, March 24, 2023, in order to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
