Description
The purpose of this amendment is to make the following changes: 1.� Extend the Virtual Proposers' Day registration deadline to March 22, 2023 at 4:30PM ET. 2.� Change the Virtual Proposers' Day start time to 10:30AM ET (11:00AM ET for the start of ARPA-H's presentation).�� 3.� Update the ARPA-H Virtual Proposers' Day Announcement to reflect the above changes. 4.��Inform consortium management firms who have registered for One-on-One meetings that the meetings will be provided through individual Zoom invitations to be sent out no later than COB Wednesday, March 22, 2023. -------------------------------------------------------------------------------------------------------- This is a DRAFT Request for Consortium Agreement (RCA) and ARPA-H Virtual Proposers� Day Announcement. 1.� Overview In March 2022, Advanced Research Projects Agency for Health (ARPA-H) was launched to take on ambitious research and development (R&D) projects to accelerate better health outcomes for all Americans. To fulfill this mission, ARPA-H will work with our customers (the public, patients, healthcare providers), our stakeholders (federal funders, investors, regulatory partners, payers), and our performers (academia, non-profits, associations, and commercial industry) in many geographies � urban and rural, in laboratories, clinics, and in homes � across the nation and even the globe. To help effect this mission, ARPA-H will establish three hubs across the country to form the foundation for a network of people, institutions, and capabilities and enable access to the breadth and diversity of customers ARPA-H serves. The hubs will facilitate partnership engagement to ensure the active transition of health innovation in an expedient, safe, cost-effective, and sustainable manner that reaches Americans from all walks of life. Each hub will incorporate spokes in additional locations across the country to represent the diversity of people, settings, partners, and capabilities that comprise the American health ecosystem. Together, these hubs and spokes will create a nationwide health innovation network. These three hubs represent the major activities ARPA-H must perform to successfully launch and transition health innovations: Hub #1 � Customer Experience. Ensures programs take a human-centered approach to design products and services that Americans need, trust, can access, afford, and want to use. Hub #2 � Investor Catalyst. Supports downstream advanced development partnerships to de-risk ARPA?H solutions. Ultimately poises performers to bring their ideas to market. Hub #3 � Stakeholder and Operations. Provides access and adjacency to our federal stakeholders and physical site for key business capabilities (contracting, budget, etc.) 2.� RCA The contemplated RCA will request submissions with the intent to award two consortium Other Transaction Agreements (OT) with Consortium Management Firms (CMF), specifically, one consortium OT to operate the ARPA-H Customer Experience Hub & Nationwide Network of Spokes and one consortium OT to operate the Investor Catalyst Hub & Nationwide Network of Spokes.� Each CMF will establish and manage the consortium or �hub� comprised of the �spokes� or consortium members. The approach is designed to unlock maximum collaboration between ARPA-H and awardees, simplifying the pathway for nontraditional government performers. �The RCA will be a three-step process, beginning with a white paper, followed by an invitation only pitch, and, if the pitch is successful, a request for a full proposal. ARPA-H expects to announce awards in Fall 2023. The planned NAICS code and size standard are 541715 and 1000 employees, respectively. �See the attached DRAFT RCA for full details. 3.� Virtual Proposers� Day ARPA-H will host a Virtual Proposers� Day on Friday 24 March 2023 from 1100 to 1800 ET.� The purpose of the Virtual Proposers� Day event is to brief the RCA and provide a more detailed look at ARPA-H�s requirements and to enhance the collaborative environment for all interested parties.� ARPA-H intends to provide information and solicit proposer feedback to help ARPA-H inform the way forward. There is no cost to attend this event. �See the attached Virtual Proposers� Day Announcement for full details. Questions concerning this notice must be directed to the below email address: ARPA-HRCA@arpa-h.gov THIS IS A DRAFT RCA RELEASE AND VIRTUAL PERFORMERS� DAY ANNOUNCEMENT ONLY. This notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP), a Request for Quotations (RFQ), or a promise to issue any solicitation in the future. This notice does not commit ARPA-H to contract for any supply or service whatsoever. Furthermore, ARPA-H is not seeking proposals at this time and will not award an OT based on this event alone. Performers are advised ARPA-H will not pay for any information or administrative costs incurred in responding to this notice. All costs associated with attending this event will be solely at the responding party�s expense. Foreign owned, controlled, or influenced firms are advised that security restrictions may apply that may preclude their participation in these efforts. No response to this market research notice is required.� Further, while ARPA-H welcomes constructive feedback, performers are advised ARPA-H will answer any questions received at its sole discretion. ARPA-H has placed support contracts with companies who provide advisory services. �Response to the draft RCA, participation in the Virtual Industry Day, and one-on-one discussions constitute consent to disclosure of information to these companies, which are bound by nondisclosure agreements to protect non-public information received under their ARPA-H support contracts.
