Description
Survey Existing Fire and Smoke Barrier Walls Description of Services The Contractor shall furnish all management, labor, tools, supplies, equipment, materials, and related items necessary to survey the facility and update existing Life Safety documentation (Statement of Condition) drawings for Little Rock Building 1 that were last updated in 2020. Additionally, contractor shall survey 100% of the fire and smoke-rated compartment walls. The contractor shall update the electronic computer aided design drawings for Little Rock, Building 1 (825,654 square feet) as listed in section 2.3. The Contractor is also responsible for onsite supervision of their workers to ensure timely and quality work is accomplished while following recognized Occupational Safety and Health Administration safety standards. Period of Performance The period of performance is 60 days from the effective date of award. The site surveys shall be completed within 30 days from the effective date of award. All work shall be completed within 60 days from the effective date of award. Specific Requirements Life Safety Survey documentation activities will focus on areas changed by construction since the issuance of the 2020 Life Safety Documentation Drawings. The remaining building areas will be reviewed to confirm conditions currently shown on the 2020 drawings are accurate. Fire alarm system and sprinkler system review will be limited to reviewing the locations of system field components and types of hardware installed. A full fire and smoke barrier compartment wall survey will be conducted. This will include surveying both sides of the fire and smoke barrier walls along the entire length of the rated walls. Hospital corridor walls will be surveyed form the corridor side only. The Contractor shall perform the following tasks: Conduct a site survey of the John L. McClellan VA Medical center to determine compliance with the 2021 Edition of NFPA 101 Life Safety code Review the current occupancy classification for each section/floor of the building and recommend any changes to the classifications. The site survey for updating Life Safety Drawings will include the confirmation of the following: A visual check of all rooms that are not occupied by patients to ensure rooms are properly protected based on the current use of each room Ensure hazardous rooms are properly constructed and maintained, along with the appropriate doors and hardware. Ensure the designated suites meet the required exit separation, maximum size, and means of egress. The fire and smoke doors will be visually inspected and physically operated to ensure proper operation. Fire extinguisher, exit sign and smoke detector placement will be noted during the survey to ensure proper coverage. Additional items covered during the inspection will include: Travel distance. Sprinkler coverage. Sprinkler condition. Door locking arrangements. Emergency lights. Areas open to the corridor. As part of the regular fire/life safety inspection, the hospital corridor walls will be inspected from the floor to the ceiling. Conduct on-site briefing meetings as required. Revise the 2020 Fire Life Safety Survey Drawings to include the following: Current room layout. Occupancy classifications. Fire and smoke barrier walls. Health care corridor walls. Smoke compartment names and sizes. Furthest travel distance to exit per floor. Travel distances to smoke barrier per smoke compartment. Suite identifications. Hazardous rooms. Exterior exits, exit enclosures, horizontal exits, exit passageways. Deficiencies found during the site survey that can be corrected through maintenance work orders or service contracts will be provided on Deficiency drawings and will be part of the draft documentation. This list does not need to be included in the final Fire Life Safety documents. One (1) draft copy of the Fire Life Safety Survey documents will be submitted electronically for review. Contractor will provide one (1) Deficiency set and one (1) Fire/Life Safety Survey set, as well as the electronic files containing the complete set of documents. The drawing files will be provided in AutoCAD and PDF formats, with all the drawing support files. Conduct a full survey for the fire and smoke barrier walls above the accessible ceilings to confirm location, constructions, penetrations, and conditions. (As an infection control precaution, contractor will not survey above ceilings in patient occupied rooms). Create new Compartmentation Wall Drawings listing the deficiency locations of unprotected penetrations and openings. Each deficiency will be individually identified on the drawings. Life Safety Survey documentation activities will focus on areas changed by construction since the issuance of the 2020 Life Safety Documentation Drawings. The remaining building areas will be reviewed to confirm conditions currently shown on the 2020 drawings are accurate. CAVHS will provide the most current electronic drawing files (in AutoCAD) and current fire and smoke barrier wall arrangements for review and re-plotting prior to site survey. CAVHS will provide access to the necessary keys to access all areas, a full-time escort or general engineering key and an escort at any time needed for access and survey of all areas of the buildings.
