Description
PURPOSE OF THE ANNOUNCEMENT: This Pre-Solicitation Notice provides the U.S. Army Corps of Engineers Europe District�s (USACE NAU) intent to solicit and award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for construction surveillance services and construction surveillance plan development throughout Europe. DESCRIPTION: The Department of Defense (DoD) requires security related inspection, surveillance, engineering analysis, development, acquisition, installation, testing, trailing, operations, maintenance, and management specifically related to physical security of new construction or renovations of US-Only Secure Facilities within the USACE Europe District area of responsibility within Europe.� Physical and construction security monitoring support for construction of US-Only Secure Facilities, in accordance with Intelligence Community Directive 705(ICD 705), will be required. The Contractor shall be capable of providing a turn-key construction security and construction security monitoring program which includes all aspects of physical, personnel, technical, and procedural security as required for supported secure projects to fully comply with ICD 705 and ensure successful accreditation of the secure facility. The contract scope shall include the full range of construction security program management, administrative, and construction surveillance operations, including demobilization and closeout. The scope of this contract also includes subject matter expertise on construction surveillance, technical surveillance, Temporary Electronic Security System (TESS) design, installation, and operation. SOURCE SELECTION: In accordance with FAR 15, a Best Value Tradeoff source selection process will be used to evaluate the contractors for award. Specific evaluation criteria will be provided in the solicitation documents.� PLANNED SOLICITATION: This solicitation will be used to award two (2) or more MATOC contracts.� Estimated cost range of this project is not-to-exceed US$45,000,000 for the life of the contract, which will either consist of one (1) base year period and four (4) option year periods or a five (5) year ordering period with no option years.� The Contract will end upon completion of the five (5) one (1) year periods or one five (5) year ordering period or upon attainment of the US $45,000,000 capacity.� Individual projects issued under the MATOCs will contain their own estimated values. The solicitation will be projected to be issued on or after 27 March 2023. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any. FUTURE ANNOUNCEMENTS: The Government will post this synopsis, the solicitation, and all subsequent amendments to the Government-Wide Point of Entry (GPE)�SAM.GOV.� It is the Offeror�s sole responsibility to obtain this solicitation and any subsequent amendments through this website.
