This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 335999 and the business size standard is 500. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.106 apply.� The U.S. Coast Guard intends to award on an all or none basis to a responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government.� Award will be lowest price technically acceptable.� The Coast Guard intends to award on a Firm Fixed Price Contract. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available: Check the appropriate reason below: XX Brand Name Mandatory 7. Impact Statement: In accordance with FAR 6.302-1(c), Application for Brand Name Approval: �The justification should indicate that the use of such descriptions in the acquisition is essential to the Government�s requirements, thereby precluding consideration of a product manufactured by another company.� Kraissl Co., Inc. is the Original Equipment Manufacturer (OEM) of the Sediment Strainer. This contract is intended to enable the Coast Guard to keep these cutters at their original operating capability, current mission requirements and maintain configuration/logistics control. Working in partnership with the OEM is in the best interest of the Coast Guard. The Sediment Strainer listed above must conform to design, materials, size and operational requirements as they pertain to use onboard the USCG 154� WPC Fast Response Cutters. The Strainer is a critical part of the Bilge Drainage & Suction System and is an engineered system and direct component replacement avoids the potential changes of other engineered elements within this system. The Strainer filters large particles from entering the bilge pump. These large particles if not filtered could damage the bilge pump or clog the piping to the pump causing the system to overheat and fail. The reliability of the Strainers which may be the most important is critical to mission and personnel safety. It is not uncommon for these vessels to experience hazardous weather and heavy sea conditions or conduct critical timely maneuvers during the course of normal operations. In these conditions, these vessels can become very unstable or operate in close proximity to other vessels or fixed objects. The Kraissl Co., Inc. Sediment Strainer identified in this acquisition was designed and tested to meet the cooling requirements for the diesel engine manufacturer. The failure of the Sediment Strainer during operations could cause personal injury as do to flooding of the engine space. The reliability of the Sediment Strainer is known and acceptable; they have met Coast Guard mission requirements and safety standards through design and operational testing. Determining the equivalency of any non- Kraissl Co., Inc. Sediment Strainers will require operational testing, design reviews and system/sub-system re-engineering to determine their suitability. This effort will require costs that would be diverted from other logistics elements which then would impact other support areas for the 154� WPC. Failing to perform these additional efforts and accepting without evaluation so called equivalent Sediment Strainers is unacceptable and may result in potential personal injuries, reduced reliability, reduced safety, increased maintainability and increased logistical costs which will impact CG Mission requirements. 8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable. All reproduction manufacturing drawings, specifications, and other technical data pertaining to the Kraissl Co., Inc. Sediment Strainers was not purchased when these vessels were manufactured. The Coast Guard does not possess manufacturing data required to obtain full and open competition. Furthermore, the scope of manufacturing, special tools and equipment required to manufacture the Sediment Strainers is unknown. The technical data needed is proprietary. Without the adequate data, the Coast Guard is not capable of evaluating equal or alternate Sediment Strainers manufactured by other than the OEM. The use of OEM Sediment Strainers will ensure components and processes are sufficient to enable physical and functional interchangeability, as well as identifying source, size, configuration and performance requirements. Vendors other than the OEM may provide a quote, however the vendor shall provide documentation stating the Sediment Strainers they are submitting for evaluation are authentic to Kraissl Co., Inc. 9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required. Technical specifications, material etc. is proprietary and not available. The COR will continue to conduct market research with a focus on the locating vendors with the required specialized capabilities needed for this type of work, however without technical data described above obtaining full and open competition will be very difficult. ------------------------------------------------------------------------------------------------------------ Justification for Other than Full and Open Competition - Simplified Acquisition Threshold 1. Impact Statement (describe the impact on the mission or property) The item listed above must conform to design, materials, and operational requirements. The listed item is the standard configuration currently installed and used with the Salt Water cooling system for the Ships Service Diesel Engines on the 154� WPC Fast Response Cutters. Any attempt to manufacture the listed item without the proper specifications, drawings, and technical data could cause equipment failure, flooding and subsequent failure to meet unit mission requirements. The Duplex Strainer Basket is a vital part of the salt water cooling system, as it allows the engines to operate in various types of water conditions. The Duplex Strainer Basket also allows for smaller particles and debris to be collected. This Strainer Basket also allows for the operator to switch over to one basket and clean out the other side without having to shut down the Engines. As these Cutters operate in various sea and weather conditions, the waters they operate in can get churned up and become contaminated with various types of debris such as sea grass, twigs, plastic bags and other items, which if allowed to enter the cooling systems could cause clogging of piping or even damage to the engines water pumps. This action could cause the engines to overheat and shut down. Any failure of substituted parts would jeopardize the safety of the vessel and crew. 10. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable. Hayward Industrial products, Inc. is the Original Equipment Manufacturer (OEM) of the Strainer Baskets used on the 154� WPC Coast Guard vessels. The reproduction manufacturing drawings, specifications and other technical data have not been purchased and is proprietary. The material, manufacturing processes and technical data of the listed items are proprietary to the OEM and not for sale as was requested by the Coast Guard. Bridge Sales Group Eaton Strainers and Parts is an authorized distributer and can guarantee interchangeability, compatibility, function and size requirements of the listed item. Authorized distributors shall provide documentation certifying the listed items meet OEM specifications and standards and they pertain to the 154� WPC Fast Response Cutters. 11.
