Description
Request for Information (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery, and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: Background: Mobile Medication Services from certified Opioid Treatment Programs are innovative healthcare service delivery models used to increase access to care for at risk patients diagnosed with opioid use disorder (OUD). Mobile medication units have existed for decades, although they are highly regulated by the Drug Enforcement Agency through the federal government. As a growing number of Americans die from opioid overdose, healthcare systems are examining ways to improve access to medications for opioid use disorder (MOUD). Methadone and buprenorphine are the gold standard treatments for OUD. These medications reduce both mortality and morbidity rates in individuals with OUD. The intention of mobile medication units is to close gaps and increase access to medications for OUD provided through Opioid Treatment Programs. By deploying mobile services, healthcare systems with an operating Opioid Treatment Program can expand their reach to rural and underserved urban communities. Mobile vans address common barriers to treatment including lack of transportation and limited OTP options in one s community. Benefits to operating mobile units include both increased access to MOUD, increased treatment retention, and reduced risk of fatal opioid overdose. The Veterans Health Administration wants to ensure that all Veterans in need of medication for Opioid Use Disorder have access to these services by reducing barriers to accessing these life-saving treatments. With rising rates of overdose deaths due to synthetic opioids, the urgency to expand treatment access remains a top priority for federal agencies Scope of work: The Department of Veteran Affairs has a new requirement/need without an incumbent vendor to procure 3 Mobile Medication Unit Vans to service Veterans in rural and urban areas of the United States that have barriers to accessing Opioid Treatment Programs. Requirements: The mobile unit must be fully equipped with the following- Alarm (the same that the OTP uses) Security cameras Wi-Fi connectivity Links to the electronic health record (EHR) Space for physical examinations Space for counseling and case management services Dosing (pump is linked to EHR) Water supply Narcotics safe (the same requirements for the safe as brick-and-mortar OTPs) Bathroom with toilet and sink. Wheelchair accessible Fridge (For sample storage) Capabilities Statement and Market Information A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described below: 1. What is your geographic footprint in the United States? What current offices do you have and what type/number of resources are in them? 2. Describe your firm s manufacturing capabilities and include past performance examples of design capabilities and associated outcomes. a. Include examples of successfully built mobile OTP vehicles b. Include past performance of services provided to support the manufacture of mobile OTP vehicles c. Include manufacturing and delivery lead times and how fees are structured for delivery 3. Describe at least three successful examples of solution development and full-scale deployment of those solutions. 4. Describe your firm s demonstrated experience with, manufacturing mobile health vehicles to federal regulations. 5. Does your firm currently have in-house design/configuration capabilities? 6. What technical design capabilities do you use? 7. Do you have digital twin capabilities? 8. Include examples of how you use your technology advantage. 9. Describe your firm s ability to adhere to government regulations. 10. Describe your firm s track record of manufacture and delivery on time and on budget. 11. Describe your firm s demonstrated experience with government contracts for mobile medical units. Please provide all medical van options available, spare no details.
