Description
Training - Volcano Monitoring Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to The Research Corporation of the University of Hawaii, Hilo, HI for volcano monitoring training as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The Research Corporation of the University of Hawaii is, to the USGS' knowledge, the only source who provide the training program necessary to address the government's requirements. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541990, All Other Professional, Scientific, and Technical Services. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 04/24/2023 1500 ED. Responses submitted by hardcopy shall not be accepted or considered. U.S. Geological Survey Volcano Disaster Assistance Program (VDAP) Statement of Work I. GENERAL INFORMATION A. Introduction. The U.S. Geological Survey (USGS) requires training of fourteen (14) scientists from Argentina, Chile, Colombia, Costa Rica, Democratic Republic of Congo, Ecuador, El Salvador, Indonesia, Peru, Philippines, and Rwanda in volcano monitoring. The candidates are all from government institutes that have official responsibility for monitoring volcanoes in their respective countries. B. Background. The emphasis of the training program is on the development of practical skills, integrating both field and classroom experiences. The field training emphasizes volcano monitoring methods currently in use by the USGS. Participants are taught the use and maintenance of volcano monitoring instruments. The training program addresses the assessment of volcanic hazards and the interrelationship of scientists, governing officials and the news media during volcano crises. Completion of the eight (8) week training program results in a certification in volcano monitoring. C. Scope. The program will provide logistical services supporting the students during their time in Hawaii and Washington and training in volcanic risk mitigation and volcano monitoring. II. WORK REQUIREMENTS A. Technical Requirements. 1. Formal training in the monitoring of active volcanic processes and managing volcanic crises sufficient to reduce risks from volcanic events. All logistical services to bring fourteen (14) foreign participants from Argentina, Chile, Colombia, Costa Rica, Democratic Republic of Congo, Ecuador, El Salvador, Indonesia, Peru, Philippines, and Rwanda to the U.S., including obtaining U.S. visas, making travel arrangements, and obtaining medical insurance for students while in the country. Feeding and housing the students during the training course as well as transporting them to various locations in the U.S. in Hawaii and Washington State. All arrangements to return students to their home countries at training course conclusion. 2. Students will successfully travel from home countries to the U.S. Students will be fed, housed, and transported in the U.S. during the eight (8) week training course. Students will be trained in the monitoring of active volcanic processes and managing volcanic crises sufficient to reduce risks from volcanic events. Students will return to their home countries with knowledge gained from the training course. B. Deliverables. 1. Formal training in the monitoring of active volcanic processes and managing volcanic crises sufficient to reduce risks from volcanic events for fourteen (14) students. All logistical services to bring fourteen (14) foreign participants to the U.S., including obtaining U.S. visas, travel arrangements, and medical insurance. Food, housing, and transportation for (14) students during the training course and travel arrangements to return fourteen (14) students to their home countries at training course conclusion. 2. Work to be completed over eight (8) week period from June 1 through July 29, 2023, in Hawaii and Washington. III. SUPPORTING INFORMATION A. Place of Performance. Hilo, Kilauea Volcano, and Mauna Loa Volcano in Hawaii � Vancouver and Mount St. Helens in Washington State. B. Period of Performance. Training course will run from June 1 through July 29, 2023, in Hawaii and Washington. C. Government Furnished Property (GFP): NONE. D. Special Considerations. 1. Key personnel qualifications. Volcano researchers and instructors with expertise in teaching the techniques of volcano monitoring and managing volcanic crises on active volcanoes. Administrative professionals capable of providing logistical services to bring fourteen (14) foreign participants to the U.S., including obtaining U.S. visas, travel arrangements, and medical insurance � as well as food, housing, and transportation for (14) students during an eight (8) week training course and travel arrangements to return fourteen (14) students to their home countries at training course conclusion.
