NOTICE OF INTENT TO SOLE SOURCE THIS IS NOT A SOLICITATION FOR COMPETIVE PROPOSALS.� NO SOLICITATION WILL BE ISSUED BASED UPON THIS NOTICE OF INTENT. The Internal Revenue Service (IRS) Procurement Office, on behalf of the Department of the Treasury (Treasury), Office of International Affairs (IA), the Office of Investment Security (OIS), intends to negotiate a sole source contract with the American Association for the Advancement of Science (AAAS).� AAAS, a non-profit organization, was established in 1848 and is the world's largest multidisciplinary scientific society with over 120,000 members in more than 91�countries around the globe providing science, technology, engineering, and mathematics.� The AAAS Science and Technology Policy Fellowship Program is unique to AAAS and available only through their organization.� AAAS� unique capabilities provides opportunities to introduce scientists and engineers to the analysis, development, and implementation of Government policies that affect the conduct of critical technology and international commerce.� This special program has been in existence for 50 years and is a partnership with the Executive and Congressional Branches of the Federal Government to allow highly qualified scientists contribute their analytical and scientific skills to policy, planning, and programmatic activities of the federal government.� AAAS Fellows are a distinguished cadre of scientists, engineers and innovators�who have been recognized for their achievements across disciplines from research, teaching, and technology; to administration in academia, industry and Government; to excellence in communicating and interpreting science to the public.� AAAS currently partners with more than thirty (30) scientific and engineering societies to provide Congressional Fellowships and with sixteen (16) Federal agencies to provide Executive Branch Fellowships.� AAAS operates fellowships to enable accomplished scientists, technologists, and economists and engineers from early to senior career stages to learn about, participate in, and contribute to Federal policy development, implementation, monitoring, enforcement and evaluation.� AAAS has a long history of cultivating high level individuals from academia, private industry, and non-governmental organizations to promote and recruit highly qualified fellowship candidates nationally. The Treasury OIS requires subject matter experts with capability to assess a full range of complex policy issues, to include impacts of critical technology and international commerce as related to OIS�s mission, through AAAS� fellowship program which offers a variety of scientific fields to assist OIS.� The AAAS Science & Technology Policy Fellowships will support the Treasury OIS� expanded oversight of U.S. businesses involved in producing critical technologies that have implications for national security as well, by offering highly trained individuals who will contribute their doctoral level scientific and technical expertise, analytical skills, and external perspectives to federal policy.� This effort ultimately supports Treasury�s jurisdiction of the Committee on Foreign Investment in the United States (CFIUS) actions pursuant to the Foreign Investment Risk Review Modernization Act of 2018 (FIRRMA).� A Top Secret / Special Compartmented Information (TS/SCI) may be required of each accepted fellow.� The authority permitting a sole source acquisition is 41 U.S.C. � 3304(a)(1), FAR 6.302-1, only one responsible source.� AAAS is the only responsible source to provide AAAS Science & Technology Policy Fellowships and no other services will satisfy the Government�s requirements. Proposals will not be requested.� However, the Government will consider responsible firms� capability statement.� Interested firms must reference 23PRTDP0366 and include the following: Name and address of firm; Business Size and Socio-economic status; Point of Contact with full contact information; UEI number; Capability statement (not more than 5 pages) to include specific service that your firm offers that fulfills the same function as the services to be included on this contract or evidence that your firm is capable of providing Science and Technology Policy Fellowships; and, List of organizations to whom the same or similar types of services have been previously provided to include contract number, dollar value, organization name, and the Contracting Officer�s contact information. A determination by the Government to not compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.� Oral communications are not acceptable in response to this notice.� No telephone inquiries will be accepted.� This notice does not commit the Government to any contractual agreement.� The Government DOES NOT intend to award a contract based on responses under this announcement.� Interested parties shall not be reimbursed for costs associated with preparation of their responses.� Any proprietary information should be so marked.� Any firm responding to this notice should ensure that its response is complete and sufficiently detailed, to allow the Government to determine the firm's qualifications to perform the services.� Responses to this notice will not be considered adequate responses. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE OF MARCH 29, 2023, 10:00 AM Eastern Time.� Submit responses via e-mail to Denise.Q.Williams@irs.gov.
