Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Under the authority of FAR 6.302-1(a)(1), the U.S. Forest Service, Procurement & Property Services (PPS), Special Project Operations Center (SPOC)Southwest Branch intends to increase the ordering ceiling by $15 million and extend the period of performance by six months. Project Description:The Remote Sensing and Geospatial Technology Support Services (RSGTSS) contract provides professional remote sensing and geospatial services for the Forest Service, Geospatial Technology and Applications Center (GTAC). This Indefinite Delivery/Indefinite Quantity (IDIQ) contract is a hybrid Firm-Fixed Price and Time and Material contract and is integral to GTACs business model and supports geospatial technology evaluation, research and development, training, helpdesk support, sample design and accuracy assessment, resource inventory, mapping and monitoring, geospatial programming, and information technology management. This mission-critical work supports multiple business areas in the Forest Service including International Programs and external partners such as other US Federal and local government, researchers and public. The RSGTSS IDIQ provides unique business functions to GTAC in support of agency mission objectives. Primary services provided by this single award IDIQ includes the following: National GIS and remote sensing related training development and delivery; operational processing and analysis of imagery, generation of resource mapping and assessment products, delivery of technical support and products to FS and interagency partners, development and maintenance of resource information that characterizes existing conditions and monitors changes to those conditions through time, and the publication and delivery of aerial and satellite imagery data and derived raster data products to support of post fire assessment and planning, resource decision making, and landscape restoration and enhancement, and support to local IT infrastructure. Increasing the existing RSGTSS IDIQ contract ceiling would enable GTAC to continue operations for six more months while a new recompete IDIQ Contract is developed and awarded. Additionally, it will provide capacity to support FY23 GTAC base budget and IRB investments, growing demands for field support projects, as well as agency leadership initiatives regarding BIL, Great American Outdoors Act (GAOA), Inflation Reduction Act (IRA), Wildfire Risk Reduction Inventory Team (WRRIT) funding streams. GTAC base operations deliver services, data products, tools, training, and innovation to solve resource management challenges with geospatial technology for the Forest Service. This is not a solicitation for competitive proposals.Questions or comments to this Notice of Intent should be directed via email by 9:00 am, on 5 April 2023 (PDT) to Mrs. Megan Acord, at megan.acord@usda.gov and Mrs. Kellie Wilson, at kellie.wilson2@usda.gov
