- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. �Solicitation No. 6913G623Q300030 is issued as a Request for Quotation (RFQ). � This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. �This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2022-12, �The NAICS Code is 488210; the Small Business size standard is $34 million. � The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA, intends to solicit and award solicit and award a firm fixed price (FFP) purchase order. This RFQ is expected to result in a single purchase order award, subject to receipt of a Best Value Quote.� Vendor�s price quotation shall include a firm fixed price. The Volpe Center has a requirement for Army locomotive technical support in accordance with Attachment 2- Performance Work Statement. The Period of Performance: Soonest start date possible �- 09/30/2023. This combined synopsis/solicitation hereby incorporates all Federal Acquisition Regulation (FAR) provisions and clauses contained herein. This RFQ is expected to result in a single purchase order award, following the below Evaluation and Basis of Award. (See Attachment # 4 Addendum to 52.212-1 for specific details and items that need to be submitted) � Evaluation and Basis of Award This order will be awarded to the vendor that can provide the services that represent the best value to the Government. Non-price factors are significantly more important than price. The Government will make award to the responsible vendor whose submission conforms to the solicitation terms and conditions and represents the �Best Value� to the Government. Therefore, award may be made to other than the lowest priced offer. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the Vendor�s best terms. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer (CO) to be necessary. In addition to price, this assessment will be based on the Technical Factors: Factor 1 �Technical Approach, Factor 2 � Start Date, and Factor 3 � Past Performance. Comparative Evaluation: The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation.
