This SOURCES SOUGHT is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this SOURCES SOUGHT or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this SOURCES SOUGHT or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this SOURCES SOUGHT. No contract will be awarded from this announcement. The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender.� Respondents will not be notified of the results of the evaluation. ����������� 1.0 Introduction The USCG has a requirement for a contractor to provide all administrative and technical support services required to conduct two (2) one-week (five business day) Sail Vessel Rigging Inspection Course. Each convening shall be attended by twenty (20) students. The Coast Guard requires the services of a commercial vendor to conduct courses designed to train USCG Marine Inspection personnel in providing effective and efficient inspection of sail rigging on small passenger vessels to ensure the safety of our maritime community. The training shall include an overview of typical problems found in past inspections. Emphasis shall be placed on the variety of sail vessel rigging systems, methods of problem detection, and examination techniques. 2.0 Scope of Work The Sail Vessel Rigging Inspection Course Performance Work Statement (PWS) is enclosed as Enclosure 1. The contract type is anticipated to be Firm Fixed Price with an estimated period of performance of one (1) 12-month base period and four (4)�12-months option periods. 3.0 Responses Contractors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this notice. All responses must include the following information: Name and address of applicant/company (Corporate/Principal Office) Name, telephone number, fax number, and e-mail address of primary point of contact CAGE Code and Unique Entity ID (UEI) The Government is considering NAICS Code 611430 (Professional and Management Development Training) with a Small Business Size Standard of $15,000,000 for this effort. If another more appropriate NAICS code applies, please recommend an approved NAICS code under this effort. Identify capabilities, relevant and past performance. Please provide a statement if your company have the capabilities of providing qualified personnel based on Section 3.1 of the PWS. Please state if your company plans to submit a proposal for the Sail Vessel Rigging Inspection Course requirement (if solicited).� If not, please provide the reasons your company does not plan to submit a proposal.� � 4.0 Response Deadline / Submission Info Sources Sought Responses (Section 3.0, Items 1 -7), including PWS Comments/Questions shall be provided by 1200hrs Eastern Time on 31 March 2023.� Responses shall be submitted via e-mail to Brenda.S.Taylor2@uscg.mil. Please be advised that any proprietary information must be marked as such on a page-by-page and paragraph by paragraph basis.� The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on this basis.� Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this notice is proprietary.
