- Description
- The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to City Experiences, by Hornblower, 2825 5th Avenue San Diego, CA 92103 for the following: Target vessel to conduct day/night underway training, including Close Quarters Combat (CQC) tactics with Simmunitions, CBRNE scenarios, tactical combat casualty care (TCCC) and medical scenarios, mission planning, Hook & Climb Insertion, FAST Rope, etc. CONTRACTOR�S SPECIFICATIONS (Contractor must be able to provide a vessel with following specs): At least 120� feet in length At least a 12 foot by 12 foot open area deck space Vessel must have a minimum of 15 feet of freeboard for hook and climb maneuvers Vessel must be capable to transit a minimum of 10 nautical miles off shore (when conducting underway training) The area above the deck space will be free of superstructures, antenna or other obstacles to minimize risk to both the aircraft and the assault team A flat freeboard that presents no obstruction to the climbers is required No lips or protrusions from the hull that run the length of the ship The vessel must be able to accommodate approximately 35 passengers who will serve as safety observers, evaluators and other required training positions. Vessel must have multiple internal spaces capable of being configured to resemble a Passenger ferry. Vessel must have at a minimum the following interior spaces: Bridge, Engine Room, Machinery Room, and Passenger Seating similar to a Ferry SUPPORTING INFORMATION: The Coast Guard Team will deploy members alongside via small boat to hook a ladder and climb up the side of the vessel. Protrusions or lips that run the length of the hull would result in hook and climb on the vessel being impractical and unsafe to climbers. Allow CG Members full access to the ship to facilitate realistic Team Movement Allow use of Simmunitions in most spaces within the interior and exterior of the VSL. DATES/TIMES OF TRAINING:� 13 Apr 2023, 1000-1500� 26 Apr 2023, 1700 � 27 Apr 2023 0200 This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified above. The NAICS Code for this procurement 483212.� The contract type will be a firm-fixed price.� If no responses are received within fifteen (15) days with sufficient information to determine that another responsible source is available, negotiations will be conducted with City Experiences by Hornblower.� Responses shall be in written form; either via fax or email.� NO TELEPHONE INQURIES WILL BE ACCEPTED.�
