- Title: Indian Rock Dam Roadway Replacement, York, PA W912DR-23-X-0VC4 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers (USACE), Baltimore District, requests response from qualified Small and Large Business Contractors potentially interested in performing work on the potential construction of the Indian Rock Dam Roadway Replacement, York, PA. By way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to seek industry�s input regarding the potential acquisition strategy for construction on this project and determine the extent of capable firms that are engaged in providing the services described hereunder. Strategies being considered are to set aside as an 8(a) sole source or compete as a design-build best value trade-off. Please provide input on which of these strategies is preferred. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside or acquisition decision to be issued will depend upon the capabilities of the responses to this notice. This Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issuance of an RFP; nor does it commit the Government to a contract for any construction requirements. Further, the USACE Baltimore District will not accept unsolicited proposals. Respondents are advised that the USACE Baltimore District will not pay for any information or administrative cost incurred in response to this Notice; all cost associated with responding to this Notice will be solely at the responding party�s expense. At this time, propriety information is not being requested and respondents shall refrain from providing propriety information in response to this Notice. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future Solicitation, if any is issued. PROJECT DESCRIPTION The U.S. Army Corps of Engineers (USACE), Baltimore District requests capability statements from design/construction vendors interested in performing the reconstruction of a two-lane roadway utilizing the process of Full-Depth Reclamation. The existing road is 2-lanes, .7 miles long traversing the Indian Rock Dam located in York County, PA.� It connects Pennsylvania State Route 3044 (Indian Rock Road) with North Codorus Township Route T503 (Markle Road). The road is located on government property. The asphalt has been overlayed several times over the years without improvements to failing subgrade or surrounding appurtenances such as drainage, fencing, or concrete curbs and slabs.� New work will include the construction of a new roadway with stable subgrade and positive drainage, along with improving and replacing other features such as fencing, concrete pads, drainage, and the re-stabilization of existing culvert pipe inlet/outlet protection. A design-build package has been prepared in which the majority of the civil work is complete.� Remaining design tasks include the detailing of minor storm drainage and outlet protection of existing culverts, in addition to submitting for the Erosion and Sediment Control Permit.� Criteria is also provided for the prospective contractor to provide the reclamation mix and design for the roadway reconstruction. In accordance with FAR 36.204(f) � Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between. $1,000,000.00 and $5,000,000.00 Vendors shall respond with the following information: 1. Company name, address, point of contact, phone number, e-mail address, CAGE code, and UEI number. Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered in the past or intends to register. 2. In consideration of NAICS code 237990, interested qualified Large Businesses, Small Business (SB), Small Disadvantaged Business (SDB), Service-Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), or Qualified Section 8(a) certified firms. 3. Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (If yes, explain). 4. Provide a concise narrative with a maximum of three (3) relevant construction projects with similar size, scopes of work, and *magnitude of construction within the past ten (10) years. The capabilities statement shall include the following: 1. A brief description of the projects 2. Customer Name 3. Timeliness of performance 4. Customer satisfaction 5. List of equipment used 6. Dollar value of the project 7. A paragraph explaining how the Erosion and Sediment Control Plan permit will be obtained from the York County Conservation District Narratives shall be no longer than ten pages Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. 5. Provide Project examples with similar size and scope that demonstrate specialized experience and technical competence in: Experience with design and construction of Full-Depth Reclamation of pavements as generally described in the 2019 Portland Cement Association Guide to Full-Depth Reclamation (FDR). SUBMISSION INSTRUCTIONS: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL, QUOTE OR BID. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this source sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice NLT 11:00 P.M.
