Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, which is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.302-1 and DFARS PGI 206.302-1(d).� This is not a solicitation/request for proposal and no contract shall be awarded from this request.� There is no solicitation package available at this time. Background: The Secretary of the Army has directed the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)) to provide management oversight of Army Security Cooperation activities to include but not limited to: technology transfer, direct commercial sales (DCS), foreign military sales (FMS), Armaments Cooperation and the related development of policies, procedures and metrics to ensure compliance with U.S. statutory requirements and Department of Defense (DOD) directives.� The DASA DE&C is responsible to the ASA (ALT) for these functions.� This functional responsibility provides the basis for the integration of the management oversight of the Army�s worldwide execution of a coherent and coordinated security cooperation program. The intent of this Notice is to support a pending Justification and Approval for adding surge ceiling to the DASA DE&C�s Consolidated Security Cooperation Requirements contract.� The surge ceiling is intended to be utilized for additional support as needed/when required to keep up with Army directives/initiatives resulting from the rapidly changing operations tempo (OPTEMPO) environment in Ukraine and Taiwan.� This notice is also intended to gauge industry interest, capability, and relevant experience, in non-customer specific terms as it relates to providing these specialized services.� In accordance with FAR 6.302-1 and DFARS PGI 206.302-1(d), the Contracting Officer shall post a request for information or sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303. Description of Requirement: This contract provides technical, analytical, and administrative support services for DASA DE&C and various offices within the Army Staff/Army Secretariat, Program Executive Office/Program Management Office (PEO/PM), Army Major Commands, Joint Staff, and DoD agencies. These services include but are not limited to: developing, monitoring and assessing Army security cooperation and security assistance strategic plans; security cooperation program policy preparation; technology transfer assessments; maintaining the FMS databases; supporting/utilizing various Title 10 activities; organizing/hosting meetings and outreach activities; strategic planning and analytical services (including research and data analytics); disclosure/releasability support; policy preparation; drafting disclosure support documentation; review of license requests for the approval to sell or transfer any Department of Defense agency's equipment through the direct commercial sales process.� These services require extensive experience in the organizational structure of Army and DOD Security Assistance programs, the International Armaments Cooperation program, and supporting Army Senior Leader Strategic Initiative Groups (SIGs). The North American Industrial Classification System (NAICS) code is 541611 � Administrative Management and General Management Consulting Services.� The small business size standard is $21.5M. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.� Responses to this notice must also include the following information: 1. Please provide the following information for up to three (3) examples of the same/similar work as described in this notice and the attached Performance Work Statement (PWS) that your company has performed as a prime or sub-contractor. a. Is your company able to provide employees who are US citizens and capable of obtaining a SECRET clearance?� Please indicate if the clearances are currently held. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, EST, 03 April 2023. All responses under this Sources Sought Notice, including capability statements, must be e-mailed to Samantha Hannah at samantha.l.hannah2.civ@army.mil. No phone calls will be accepted.� All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.� All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
