Description
Amendment 001 (notification only): The Government anticipates that the Tranche 2 Transport Layer - Beta (T2TL-Beta) IBS and TACSATCOM link closure requirements will be revised as follows: For the space-to-ground portion of each link, the draft T2TL-Beta solicitation provided requirements for power flux density (PFD) on the ground within a required field of view. The final T2TL-Beta solicitation will instead provide equivalent isotropic radiated power (EIRP) requirements for each space vehicle (SV) mission payload as a function of elevation angle. For the ground-to-space portion of each link, the draft T2TL-Beta solicitation provided requirements for antenna gain-to-noise-temperature (G/T) as well as probability of detection (Pd), probability of false alarm (Pfa), and decoded bit error rate (BER) at a specified energy per bit to noise power spectral density ratio (Eb/N0). The final T2TL-Beta solicitation will instead provide received signal strength indicator (RSSI) at the SV as a function of elevation angle while retaining the Pd, Pfa, and decoded BER specifications. These changes are intended to maximize industry�s flexibility to design a compliant solution while preserving Government ownership of user terminal performance characteristics and propagation environment specification. The Government also anticipates providing modest relief on the IBS and TACSATCOM mission payload duty cycle requirements, to include relaxation of duty cycle requirements associated with concurrent operation of IBS and TACSATCOM mission payload functions. Given SDA�s fast-paced acquisition schedule, these changes are intended to limit the amount of dedicated bus and electrical power system development required to deliver T2TL-Beta capabilities. _____________________________________________________ Original Draft Solicitation: The Space Development Agency (SDA) seeks input on its Draft Tranche 2 Transport Layer � Beta (T2TL-Beta) Program Solicitation. T2TL features multiple space vehicle (SV) and mission configuration variants procured through a multi-solicitation and multi-vendor acquisition approach. T2TL-Beta furthers the resilience and advances the capability of the Tranche 1 Proliferated Warfighter Space Architecture (PWSA) with an initial global proliferation of Integrated Broadcast Service � LEO (IBS-L) and TACSATCOM capabilities. This draft solicitation is for development, manufacture, test, launch integration, and deployment of the T2TL-Beta space vehicles, payloads, and mission-enabling ground systems. The Draft T2TL-Beta Program Solicitation is attached. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis.
