- Date of Issue:���������������������������������������������������������������������� March 22, 2023 Closing Date:���������������������������������������������������������������������� April 7, 2023 Due Date and Time for Comments/Questions:� � � � � � � 17:00 hours Lusaka time Submission Emails:����������������������������������������������������������mcapobianco@usaid.gov and akapambwe@usaid.gov The United States Agency for International Development (USAID) Mission to Zambia intends to make a noncompetitive modification to DAI Global, LLC (DAI) for the purpose of expanding the scope of the current contract number: 72061121C00002 - USAID Local Impact Governance Activity. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states: �full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.� This authority pursuant to AIDAR 706.302- 70(b)(5) may be used for: �An award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays."" DAI was awarded contract number 72061121C00002 in November 2020 and has provided highly specialized services to the Government of Zambia (GRZ) under the existing contract, which is expected to end in November 2025. The current Total Estimated Cost (TEC) of the contract is $19,112,974. USAID/Zambia intends to increase the TEC by an as yet to be determined amount and extend the period of performance by 18 months. The contractor has expended a significant amount of time and effort to build and strengthen vital relationships with key GRZ stakeholders to achieve the objectives of this activity. Therefore, the proposed new scope of the project pertains to expanding existing initiatives by building on recent accomplishments of the program and strengthening the established relationships. USAID/Zambia�s approach under this extension will then strengthen the sustainability of the previously accomplished reforms and best practices and prevent backsliding, and at the same time promote and facilitate development of new innovations for effective local governance. This notice of intent is not a request for competitive proposals. As a result, no solicitation package will be issued for the additional work.
