Description

The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a purchase order on a sole source basis, under the authority of FAR Part 6.302-1, with Sisense Inc., New York, NY for Sisense Elasticube support lifecycle that will receive Software Update License & Support. The MRP-ITD Application Management Directorate (AMD) and Database Administration Branch (DAB) of Infrastructure Services Directorate (ISD) are responsible for administering and maintaining the Custom Averaging Tool (CAT) web application to provide the information to AMS Market News Portal users on daily, weekly, monthly, quarterly, and annual Specialty Crops fruits and vegetables average prices to farmers, businesses (buyers and sellers), commodity traders and Market News reporters and resources.� Sisense delivers functionality and scalability but replaces Online Analytical Processing (OLAP) and data warehouses with its own, in-house developed technology: ElastiCube. The ElastiCube is a columnar database that can handle terabytes of data coming from disparate sources, but requires minimal technical knowledge, works on commodity hardware, and reacts flexibly to rapidly changing business requirements. The license software and support will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Sisense having prior work experience with USDA APHIS and currently the only manufacturer that makes and maintains this database software.� The anticipated total value of the purchase order is $27,860.61. This notice of intent is not a request for competitive proposals.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The deadline for the submittal of responses is 12:00pm eastern time, April 5th, 2023.
