- Request for Information Peer-Reviewed Literature Citation Database and Journal Subscription Services FAR 52.215-3 Request for Information (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs of the Federal Acquisition Regulation. (b) Although �proposal and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: The Department of the Interior (DOI) / U.S. Geological Survey (USGS) is seeking to obtain an abstract and citation database of peer-reviewed literature as well as electronic journals that provide information for USGS research scientists in full-text. The USGS is seeking to obtain access to an abstract and citation database of peer-reviewed literature as well as electronic journals that provide information for the USGS research scientists in full-text, covering the following disciplines in-depth: geology, biology, hydrology, and geography. This information must be comprehensive, current, and relevant to the research needs of USGS research scientists working in these areas. Citation database must provide timely notification of new publications in science-related areas of interest, allowing researchers to gain insight into the frequency with which various publications are being cited by peers, and to create bibliographies for USGS research reports. These citations and electronic journals must be accessible via laptop and desktop. Interested vendors who believe they can provide such subscription services are invited to submit a response of no more than 10 pages which include the following information: 1. Company Name 2. Company Address 3. Point of Contact Information (name, phone, email, website URL, etc.) 4. Business Type 5. Description of citation database and Electronic Journals 6. Approximate Base Price Information The response can include, separate from the 10-page limitation, Past Performance for similar services conducted within the last three (3) years, and any questions to the government seeking clarification to the requirement. Responses including sensitive information, or data identified as Proprietary shall mark the cover sheet and each data sheet it wishes to restrict with indications that it contains proprietary information, as described in FAR 52.215-1. The Government assumes no liability for the disclosure or use of information contained in a response if it is not appropriately marked. The government reserves the right to contact the submitting parties. Responses should be sent to Hollie Hansen at hhansen@usgs.gov no later than Friday, March 24, 2023 at 12:00pm EST.
