- NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Acquisition Management, is contemplating a sole source award to Hyperion Research Holdings, LLC, Saint Paul, MN, to study and provide research findings in line with the NNSA/DOE list of questions pertaining to the procurement process.�Hyperion Research Holdings, LLC, will help the National Nuclear Security Administration, U.S. Department of Energy (NNSA/DOE) better understand the HPC procurement process of major European Union (EU) and Asian/Pacific HPC centers. Vendors associated with HPC and their plans for future development. Hyperion Research Holdings, LLC, has a unique capability because of its long- standing presence in and focus on the HPC community. Hyperion Research knows the HPC community, and the User Forum brings a full range of community representatives together to provide a wealth of valuable information and experiences. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition of 41 USC 3304(a)(1), FAR citation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contractor, Hyperion Research Holdings, LLC is the only known source based on the existence of limited rights in data, intellectual property, patent rights, and/or copyrights associated with the HPC User Forum membership. The contemplated award would include a one-year assessment. This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All questions shall be submitted to Mesia.Luster, Contracting Officer, at Mesia.Luster@NNSA.DOE.GOV or Contract Specialist, Jeremy Crutcher at Jeremy.Crutcher@NNSA.DOE.GOV by 7 AM EST April 6, 2023. �
