Description
Notice of Intent to Sole Source for Museum Exhibit Fabrication The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Blair, Inc., 7001 Loisdale Rd., Springfield, VA� 22150 for exhibit fabrication services. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement as described below. The purpose of this notice is to inform the public that the National Institutes of Health (NIH)�Office of Intramural Research, Office of NIH History & Stetten Museum intends to acquire from Blair, Inc., a 350 square foot museum exhibit entitled �Harvey Alter & discovery Hepatitis C:� Making Our Blood Supply Safe� in honor of Nobel Laureate and NIH Scientist Emeritus Harvey Alter.� The exhibit will be in a hallway alcove in the NIH�s Clinical Center.� Because this hallway is located on the first floor of the Clinical Center and is one of the most traveled corridors on the NIH campus, the installation will have to occur after standard business hours to avoid foot traffic. The Blair Inc.�s museum specialists are all well-experienced in building creative, multi-layered museum exhibitions that feature fragile objects and artifacts. Their facilities can house and store sensitive collections while other work on the project is being conducted.� The platforms and metal frame armature that will form the foundation of this exhibition must be detailed and engineered to fit the pre-existing architecture exactly, ensuring no damage is done to any existing structures. �Contractor production managers have the skills to work with NIH�s Exhibit Specialist in determining the ideal aesthetic composition of the exhibition and break that presence down into sets of metal frames, platforms, surface panels and custom constructions to achieve the desired solutions.� The fabrication and technical details of this exhibit fabrication must be consistent with two other exhibits in the same hallway.��Blair Inc. can transport, deliver, and install prefabricated museum exhibition components in off-hours without requiring subcontractors to provide off-site housing for materials during the fabrication and installation of the exhibit. This notice is not a request for competitive quotes.� However, any party that believes it can fulfill the requirements as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to satisfy the requirement indicating� their experience in museum exhibit fabrication and ability to perform all aspects of the project in-house. �A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued within seven (7) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
