- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference: N00244-22-Q-0092. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price (FFP) contract under the authority of FAR Part 12 Acquisition of Commercial Items and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government needs, to: Contractor Name and Address: FEI Company (a part of Thermofisher Scientific) 5350 N.E. DAWSON CREEK DR. HILLSBORO, OR 97124-5793 The North American Industry Classification System (NAICS) code for this requirement is 811210; the business size standard is 34 (millions of dollars). The objective of this sole source award is to service the Helios 5 UX Scanning Electron Microscope (SEM) base tool manufactured by Thermofisher Scientific which includes: the Everhart-Thornley (ETD), Through Lens Detector (TLD), secondary ion detector (ICE), in-column detector (ICD), electron beam column, sample stage, focused ion beam (FIB) column, retractable back-scatter electron detector, retractable STEM detector, and plasma cleaner. Technical Requirements: 1) Preventative maintenance inspection per year (scheduled any time during the period of performance) 2) Check the performance of the base instrument and the Easylift system and ensure both are functioning at factory standards 3) Onsite service visits 4) Parts coverage 5) Software/Hardware updates as required 6) Technical support POP: 04/01/2023 to 03/31/2024, plus one option year Place of Performance: Naval Postgraduate School, 1 University Circle, Monterey, CA 93943-5000 United States This notice of intent is not a request for competitive quotations. Contractors interested in responding to this notice are required to submit a capability statement that demonstrates ability to provide the requested supply and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide ArcGIS Educational Site License products and proof as being an authorized distributor of the product. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
