- Description
- This is a presolicitation notice for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), Federal Housing Administration (FHA)/Housing Support Division � Washington D.C., intends to issue a Request for Proposal (RFP), for the Office of Single Family Housing, Program Development Division (SFPD), Washington D.C., for the procurement of Electronic Appraisal Delivery (EAD) Portal Services that is commercially available web-based Software as a Service (SaaS) subscription service. This requirement is being competed on a full and open competitive basis utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government anticipates award of a single Firm Fixed Price (FFP) contract type. The assigned NAICS Code is 541519 � �Other Computer Related Services� with a small business size standard of $34 million. The period of performance for this requirement will consist of a 1-year base period [(August 01, 2023 � July 31, 2024) includes a 6-month transition-in period (August 01, 2023 � January 31, 2024) and a 6-month full performance period (February 01, 2024 � July 31, 2024)] with four 1-year option periods. SFPD directly requires a web-based SaaS subscription service to fulfil its mission-essential functions of allowing third-party service providers access to the portal to electronically upload, submit and/or view appraisal data for loans submitted to FHA for insuring. The Contractor shall support the need for an Electronic Appraisal Delivery (EAD) portal with approved government lenders and service providers. The EAD portal is a centralized platform that allows uploading of electronic appraisal files to a central location where they are processed and checked against a FHA defined rule set and the original file scored, and securely transferred to HUD servers. FHA requires continued connectivity that allows all lenders and/or their agents to submit appraisals to the HUD Infrastructure. EAD portal services contain technical features and support to provide portal access to all HUD approved mortgagees. EAD allows users to upload electronic appraisal files to a central location, have the portal process the appraisals and check them against the FHA defined rule set. The original file and metadata, including the results of the scoring process, are then securely transferred to HUD servers. Portal access provides single-point of entry appraisal delivery for FHA approved mortgagees, contractors, technology service providers, and others, utilizing FHA data to handle user registration, authentication, and account management. EAD is acritical and integral component of the FHA mortgage endorsement process Guidance. The Offeror�s commercial web-based SaaS subscription service shall have applications that are operational (i.e., not under development), functional (i.e., able to provide and support basic business processes listed in section 5 of the Performance Work Statement (PWS)), and generally available by the due date of the proposal. HUD anticipates issuing solicitation 86615623R00004 on or about April 10, 2023. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to award of a government contract. Failure to register in sam.gov will make an offeror ineligible for award. The solicitation will be available on the sam.gov website. Paper copies of the solicitation will not be provided.
