Description

This is a pre-solicitation notice for operations and maintenance (O&M) and development, modernization, and enhancement (DME) of the Secure HIV-TRACE web-based application, an application available to health departments, to locally detect molecular clusters of HIV. This notice is issued solely for informational, market research, and planning purposes only. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this notice. The Centers for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), Division of HIV Prevention (DHP) has a requirement for a contractor to provide ongoing operations and maintenance (O&M) and development, modernization, and enhancement (DME) and related support for Secure HIV-TRACE. This contract will support CDC�s mission of preventing new HIV infections, improving health outcomes for persons with HIV, reducing HIV-related disparities and health inequities, and reducing HIV-related illness and death. The contractor shall furnish all necessary personnel, facilities, equipment, and materials (other than that provided by the Government) for the purposes of operations and maintenance (O&M) and development, modernization, and enhancement (DME) of Secure HIV-TRACE. Assigned personnel shall be qualified and trained with the necessary expertise to scientifically and technically fulfill the scope of work. Required and optional tasks may be categorized into the following broad areas: Contract/project management and oversight. Operations and maintenance (O&M) of Secure HIV-TRACE web-based system, including security. Development, modernization, enhancement (DME) of the Secure HIV-TRACE web-based system. User support and training development. The CDC expects a single award of a Time and Materials, 3-year (12-month base, plus two 12-month options) contract. Contractors must have an active SAM.gov account at time proposals are due to be considered for award. The complete solicitation document, and reference material, if applicable, is anticipated to be available at www.beta.SAM.gov on or about April 14, 2023. No verbal or written requests for copies will be accepted. It is the responsibility of perspective offerors to stay abreast of additional postings regarding this solicitation at the beta.SAM.gov internet site.
