Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B23Q0083 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. The associated NAICS code is 333111 - Farm Machinery and Equipment Manufacturing; with a small business size standard of 1,250 employees and the PSC code is 3730. This solicitation is a 100% Total Small Business Set-Aside. The Department of Agriculture (ARS) has the need for the following product(s): 001) Feed Mixer Wagon Scope of Work: The United States Department of Agriculture, Agricultural Research Services (USDA-ARS) Midwest Area (MWA) Administrative Office�s Acquisitions & Personal Property/Fleet Team on behalf of the USDA-ARS Marshfield Agricultural Research Station located at 208356 Drake Avenue, Stratford, WI 54484 is requesting quotes on a feed mixer wagon. Background: Current feeding studies with individual dairy animals at the UW/USDA-ARS farm uses a mixer truck that mixes the diet ingredients and off-loads mixed feed into a feed delivery cart for accurate feeding weights. The mixer truck cab is tall with some staff unable to safely climb into the cab. The farm also has a USDA-owned feed mixer wagon (Meyer F585) which is used for general mixing for the feeding large pens of animals, but is not able to off-load feed into the feed delivery cart due to its conveyer height. Technical Requirements: Provide a 250 to 425 cubic feet capacity pull-type vertical single-screw feed mixer wagon able to off-load mixed feed to a height of at least 78 inches for use at the UW/USDA-ARS farm in Stratford, WI. Must be a single axle, pull-type mixer with 250 to 425 cubic feet capacity Single-screw vertical type mixer capable of processing long stem hay or straw Have replaceable cutter blades with adjustable tub clearance to adjust processing Capable of off-loading mixed feed to a height of at least 78 inches Hydraulic hand controls on mixer wagon to allow operators to off-load feed into a delivery cart without needing to be on tractor Scale indicator and weigh bar setup capable of weighing +/- 5 lb Have an Avery Weigh Tronix 640 XL scale head Horsepower needed to operate mixer should range between 85-150 HP PTO speed: 1000 RPM Metal thickness of tub must be 1/4 inch thickness, A50,000 tensile strength, and screw metal thickness of 5/8 inch AR200 Transmission needed for the mixer screw should be a planetary drive The conveyor should be a right-side discharge conveyor Conveyor should be hydraulic driven Mixer must have a worker ladder and platform to safely add small addition ingredients Rubber belting around the top of the mixer to increase capacity Government Furnished: The USDA-ARS is offering as trade a feed mixer wagon with the following specifications: 2015 Meyer F585 twin-screw vertical mixer with belt capacity extender 647 cubic feet capacity Twin-vertical screws with replaceable cutting blades Horizontal delivery conveyer capable of delivering feed on right or left side Worker platform for adding small addition ingredients Mixer uses planetary split-drive 1000 rpm PTO drive; HD In-Line Drive w/ torque disconnect clutch protection Hydraulic power used for door opening and delivery conveyor. Scale indicator and weigh bars included (4-point weigh system) Pictures of the USDA-owned feed mixer wagon are available on the SOW in the attachments to this solicitation. The trade-in feed mixer wagon (Meyer 585) owned by USDA can be picked up by the vendor only after delivering of the new feed mixer wagon. Key Deliverables: New Feed Mixer Wagon Trade-In Value of Meyer 585 Feed Mixer Wagon Shipping/Freight/Delivery of New Feed Mixer Wagon Pick-Up and Shipping/Freight of Trade-In Meyer 585 Feed Mixer Wagon Delivery: The new feed mixer wagon is to be delivered to the UW/USDA Marshfield Agricultural Research Station located at 208356 Drake Avenue, Stratford, WI 54484. Delivery of the new feed mixer wagon must be within 90 days after award. Delivery must be made during normal business hours of 7:00 am and 4:00 pm Monday through Friday unless scheduled in advance with farm staff. Vendor must notify the farm staff (Will Cordes, 715-650-7429) at least 1 week before anticipated delivery to ensure the trade-in feed mixer wagon is ready and to coordinate work schedules. Travel: To UW/USDA Marshfield Agricultural Research Station, 208356 Drake Avenue, Stratford, WI 54484 for delivery of the new feed mixer wagon and pick up of the trade-in feed mixer wagon. Contractor�s Key Personnel: Key personnel for the vendor include the technical representative to determine the correct feed mixer wagon, the staff in charge of delivery/set-up of the new feed mixer wagon, and the staff in charge of the pick-up of the trade-in feed mixer wagon. The vendor should have prior experience with either designing /manufacturing or sales of animal feeding machinery. Security Requirements: Deliveries and on-site removal/installation of materials must be scheduled during regular workday business hours (7:00 am and 4:00 pm Monday through Friday). Evaluation Factors: Pursuant to FAR 52.212-2, the criteria for evaluation and basis for award will be Lowest Price, Technically Acceptable (LPTA). Technical acceptable is define as meeting ALL of the technical requirements identified on the Statement of Work and reiterated in the solicitation description. The Government intends to make one Firm-Fixed Price award based on the lowest price technically acceptable (LPTA) quote received. ""LPTA"" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. The lowest priced quote will be evaluated first; if NOT found technically acceptable, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is identified. The Government will NOT review higher priced quotes if the lowest (or a lower) priced quote is determined to be technically acceptable. Submitting a Quote: Failure to demonstrate compliance with ALL instructions presented herein will constitute sufficient cause to reject a quote without further discussions. All responsible sources may submit a quote which will be put into considered for award. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. The applicable FAR clauses and provisions for this acquisition are included in the attachments to this solicitation. The Government anticipates making one Firm-Fixed Price award. Vendors responding to this announcement shall submit their quote�along with all other requested and required documentation (such as completed FAR clauses and provisions) to be included as part of ALL offeror�s responses. The quote should include any and all fees, charges, and/or surcharges. This will be a tax-exempt purchase. The solicitation attachments include FAR clauses, a Statement of Work (SOW), Specifications, and FAR provisions. Be sure to read and review ALL of the attachments and to complete any and ALL additional documentation required as part of your quote submission. Of critical importance is to review the SOW as it contains the requirements for this acquisition. In addition, all submissions should include the FAR clauses and provisions completed in their entirety. The FAR clauses and provisions constitute the terms and conditions for submitting a quote in response to this solicitation as well as the terms and conditions of the anticipated award. The FAR provisions apply to the solicitation and submission of quotes. The FAR clauses apply to the solicitation and submission of quotes as well as to the resulting award. The FAR clauses will be included as part of the resulting award. Please review ALL of the FAR clauses and provisions and be certain to complete all of the FAR clauses and provisions that require the offerors impute (i.e. all boxes are checked and all blanks are filled in). Please ensure your quote will be current and that the price quoted will NOT expire for a minimum of 30 days. To be eligible to be put into consideration for award, ALL vendors who respond to this solicitation must be registered in the System for Award Management (SAM) with a current and active registration at the time their quote is submitted. A vendor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A Unique Entity Identifier (UEI) number is required in order to register. Vendors must also include their UEI# on their quote. The submission and payment of invoices on the resulting award will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting award. Invoices to be billed quarterly in arrears. Specifications and pictures/diagrams for the new feed mixer wagon being offered must be provided with the quote. The value of the trade-in feed mixer wagon should be included in the quote to offset the price of the new feed mixer wagon being offered. All delivery costs for the new feed mixer wagon and all costs related to the pick-up of the trade-in feed mixer wagon should be included in the quote. Only electronic submissions made via email will be accepted (NO verbal quotes made by phone call, quotes submitted by USPS mail, or quotes submitted in the body of an email).
